وأكدت "UDI" على الطابع الفردي لتقييم طلبات اللجوء حيث لا تكفي الجنسية السورية ولا مكان إقامة الشخص لتحديد نتيجة الطلب.
وتختلف هذه المقاربة عن موقف مفوضية الأمم المتحدة لشؤون اللاجئين التي تبدو أكثر مرونة لجهة اعتبار الوضع في سوريا كفيلا بالتروي قبل رفض طلبات الحماية الدولية استنادا إلى إمكانية انتقال الشخص إلى منطقة أخرى داخل البلاد.

أما بالنسبة للفلسطينيين اللاجئين من سوريا فإن طلباتهم تخضع لتقييم منفصل ولا سيما في الحالات التي كانت تشملهم فيها مساعدات أو حماية من وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين "أونروا"، إذ يتوجب على السلطات بحث الأسباب التي دعت إلى توقف تلك المساعدة قبل اتخاذ القرار.
