Hainan takes the lead in issuing detailed implementation rules for urban development boundary management (for trial implementation), refining management and control standards, optimizing and adjusting rules

By refining control standards, optimizing and adjusting rules, and innovating incentive mechanisms, we will further improve the refined management system of urban development boundaries, effectively solve planning implementation problems, and improve the level of land space governance.

The implementation details issued this time systematically refine the differentiated management and control standards for construction land inside and outside the urban development boundary, and clarify the applicable scope, identification process and planning basis of independent urban construction land. They not only strictly abide by the rigid constraints of urban development boundary management, but also provide a smooth implementation path for the compliance implementation of special rigid-need projects outside the urban development boundary. At the same time, we adhere to the principles of respecting history and seeking truth from facts, accurately standardize the management of existing construction land outside urban development boundaries, and properly resolve issues left over from history.

In terms of boundary optimization and adjustment management, the implementation details further refine and improve the local optimization and adjustment process, clarify the control scale and applicable situations; simultaneously establish refined technical correction standards, clarifying that if the correction area does not exceed 400 square meters and does not exceed 1% of the total approved land area, it can be identified and included in the scale of new urban construction land according to technical corrections, taking into account rigid control and practical convenience.

In order to speed up the implementation of incremental projects, Hainan has refined the management rules for flexible scale indicators for incremental land use and implemented classified, accurate and efficient approval. In addition, the detailed rules clarify the conditions and processing procedures for the use of provincial-level mobile indicator databases. When cities and counties use provincial-level mobile indicators that exceed the expansion multiple, dynamic management of provincial accounts and annual reporting to the provincial government management mechanism will be implemented to achieve flexible and manageable use.

The new regulations also innovatively establish an overall management mechanism for detailed planning and urban development boundaries, and straighten out the connection logic between unit-level and parcel-level detailed planning and urban development boundary management and control. They also innovatively launch a reward and subsidy policy for urban development boundary indicators to use positive incentives to promote local areas to improve the level of economical and intensive land use.
