Hsinchu County Mayor candidate Zheng Chaofang released the county's "Waterfront Management Blueprint", advocating the use of "subtractive aesthetics" and "ecological construction methods" to break the traditional cold administrative and engineering barriers, allowing water-friendly spaces to enter residents' daily lives, and comprehensively improving the quality of life in Hsinchu County.

Zheng Chaofang pointed out that Hsinchu County has diverse and rich hydrological conditions, such as the Niulan River in Guanxi Town, Fengshan Creek and Xiaoli Creek in Xinpu, the Zhongxing River Channel in Zhudong, and Douzipu Creek and Dongxingzhen River in Zhubei, etc., which are all waterfront resources with great potential. However, the current situation is often caused by too many hardware facilities that create water-related barriers, such as the stone dam guardrails along the Niulan River or the collapsed old metal fences of Douzipu Creek, which have abruptly severed the connection between citizens and the river. In the future, he plans to reshape the messy revetment into a natural lawn and water-friendly interface, and combine it with the local historical district to recreate the dynamic beauty of the waterfront.

In response to the governance dilemma, Zheng Chaofang said bluntly that water management spans local autonomy, central ministries and multiple bureaus, and complex coordination of rights and responsibilities often brings development to a standstill. He cited his experience in improving Yilun Bridge and installing 52 LED landscape lights and "Flower of Freedom" street lights when he was mayor of Zhubei as an example, emphasizing that he already has a rich foundation for cross-departmental communication and is well aware of administrative pain points.

Zheng Chaofang emphasized that Hsinchu County needs managers who can integrate resources on a "county-wide scale." If he is elected as county magistrate, he will work with 13 townships and municipalities to break up administrative bottlenecks, adapt measures to local conditions based on the unique hydrology of each region, and build the water areas in each district into the most dynamic landmarks of high-quality life.
