State Duma deputies proposed fixing tax rules for five years

MOSCOW, September 16 - RIA Novosti. State Duma deputies from the New People faction proposed fixing tax rules for five years, and introducing new taxes no earlier than two years later.

RIA Novosti has a corresponding appeal addressed to Russian Prime Minister Mikhail Mishustin.

“It seems appropriate to supplement Article 5 of the Tax Code of the Russian Federation with a special rule for five-year stability of key tax parameters... Separately, it seems appropriate to increase the minimum transition period for newly established federal taxes and fees. It is proposed to introduce such mandatory payments no earlier than 24 months from the date of official publication of the relevant federal law,” the document says.

The deputies added that, according to the proposed changes, if federal law establishes or changes a tax rate, a key limit for the application of a special tax regime or tax exemption, or the basic rules for determining the tax base, a subsequent change in the corresponding parameter towards an increase in the tax burden, as a general rule, could come into force no earlier than five years from the date of entry into force of the previous change.

“Such a restriction should not prevent changes that improve the situation of taxpayers, including lowering rates and increasing maximum values. It should also not apply to the end of temporary measures, the validity period of which was established immediately when they were introduced,” the document clarifies.
