Member of the Public Chamber of the Russian Federation Vadim Vinogradov explained that early payment of pension savings is possible if there are grounds for the early assignment of an old-age insurance pension, but depends on the amount of savings and length of service: in the absence of 15 years of experience or 30 IPC, the payment is a lump sum, regardless of the amount, and with the estimated amount of the funded pension no more than 10% of the federal subsistence level of the pensioner in 2026 (up to 439 776 rubles) a one-time payment is also provided; otherwise, a monthly funded pension or an urgent payment is assigned for certain types of savings.

Pension savings are formed through contributions from employers, additional contributions and other funds, taken into account by the insurer and paid according to separate rules from the old-age insurance pension.
You can receive pension savings ahead of schedule if there are grounds, said Vadim Vinogradov, a member of the Public Chamber of the Russian Federation, Doctor of Law, Professor, Dean of the Faculty of Law at the National Research University Higher School of Economics. In a conversation with Lenta.ru, the expert named the conditions and ways to arrange early payment.
Vinogradov explained that pension savings and old-age insurance pensions are not the same thing.
“Some citizens have a separate amount of pension savings, which was formed from previous contributions from employers, and in some cases from additional contributions and other funds provided by law. Savings are taken into account by the insurer - the Social Fund of Russia or a non-state pension fund - and are paid according to separate rules,” the lawyer added.
The Lenta.ru interlocutor said that in cases provided for by law, the payment of savings can be arranged earlier - if there are appropriate grounds for the early assignment of an old-age insurance pension and the necessary requirements for length of service and IPC are met.
“If a funded pension has already been assigned, it cannot be replaced with a lump sum payment of the remaining funds. Therefore, it is important to find out the form of payment and the conditions for its appointment before registration,” said Vinogradov.
The method of payment, according to him, depends, among other things, on the amount of savings: if by the age of 55 a woman or by 60 a man does not have the 15 years of experience or 30 pension coefficients required for an insurance pension, the savings are paid out in a lump sum, regardless of their amount.
“In other cases, the estimated size of the funded pension is taken into account: in 2026, if it is no more than 10 percent of the pensioner’s federal subsistence level, the funds are paid in a lump sum. In a standard calculation with an expected payment period of 270 months in 2026, this condition corresponds to an amount of savings of no more than 439,776 rubles,” the specialist shared.
However, he noted that this is not a universal restriction: the calculation depends on the applicable payment period, and in the absence of the required length of service or pension coefficients, a lump sum payment is provided on a different basis.
“If the calculated amount is above the established threshold, it is no longer possible to receive all the money at once on this basis: a funded pension is assigned, which is paid monthly and for life. There is also an urgent pension payment, but it applies to certain types of pension savings - for example, formed through participation in the state co-financing program or maternity capital funds allocated for a funded pension,” the lawyer listed.
For savings generated from individual sources - for example, additional voluntary contributions, state co-financing or maternity capital, according to Vinogradov, an urgent pension payment is possible. The payment period is chosen by the recipient, but it cannot be less than ten years.
