How much impact on India?
The Mint has written in one of its reports that the US administration's attempt to stop the process of obtaining permanent residence for immigrants working on H-1B visas may not have much impact on Indian IT services companies.
The reason for this is that the process of obtaining permanent residence through this route had already almost come to a standstill.
When filing a PERM application, the employer must advertise the job vacancy, consider applicants, and provide documentary evidence as to why qualified US workers were not selected.
It also has to be proved that hiring a foreign employee will not adversely affect the wages or working conditions of American employees.
According to US Labor Department data, the combined share of Indian IT companies in the total 1,17,849 permanent labor certification applications filed between October 2024 and September 2025 was less than 1,400, or less than two percent.
This is the most recent period of data available.
Infosys Ltd, India's second largest IT services company, has no PERM cases since 2022.
According to the US government's PERM disclosure data for FY 2025, Wipro, TCS and HCLTech received 523, 513 and 393 permanent residence approvals, respectively, during this period.
This number is a small part of the approvals that non-IT companies got. In FY 2025, Microsoft was the largest company to file PERM applications in the country. Decisions were taken on 3,161 cases, which is more than double the combined figure of the six outsourcing companies.
Phil First, CEO of HFS Research, told The Mint, "I don't anticipate any immediate crisis. PERM is not the same as H-1B or other work visas. Therefore, suspending the green card process does not suddenly take away the ability of existing workers to work."
First added, "If this suspension continues over the medium term, the risks will increase significantly. These companies rely on experienced regional experts, technology professionals, and employees who work directly with customers in the United States. The uncertainty around permanent residence could leave the very employees companies want to retain most."
