Hunan issues work plan: building a “1+8+13” system for natural resource asset management

China News Service, Changsha, October 3 (Wanbo Li Mengyao) Hunan Provincial Department of Natural Resources revealed on the 3rd that the department has recently issued a work plan for the implementation of the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Improving the Natural Resources Asset Management System", which clearly focuses on improving the property rights system of natural resource assets and builds a "1+8+13" work system (that is, the introduction of "1" Implement opinions, formulate "8" supporting systems, implement "13" key tasks), further strengthen the overall protection of natural resources, promote the efficient allocation of natural resource assets, safeguard the rights and interests of natural resource asset owners, improve the natural resource asset management system and mechanisms, and accelerate the construction of a provincial natural resource asset management system with Hunan characteristics.

The above plan clarifies the timetable of the "1+8+13" work system: by 2027, the "1+8" work tasks will be completed, and the institutional system with Hunan characteristics will be basically established; by 2030, the "13" key tasks will be completed, the province's natural resource asset management institutional system will be more complete, and the level of natural resource asset management will be significantly improved; by 2035, the natural resource asset management system and mechanism will operate smoothly, and a full chain institutional system for natural resource asset management with Hunan characteristics will be fully established.

The plan clarifies: "1" implementation opinions, which is to study and draft the "Implementation Opinions on Improving the Natural Resources Asset Management System" based on Hunan's actual conditions, clarifying the overall requirements, main goals, key tasks and safeguard measures; "8" supporting systems, covering natural resource asset investigation and asset inventory accounting coordination, ownership resource list management, natural resource asset portfolio allocation, income management system framework, price system System construction, detailed planning of land space, mixed and compatible utilization of construction land, revitalization and efficiency improvement of existing land, etc.; the "13" key tasks include promoting legislation, establishing and empowering rights, deepening confirmation and registration of rights, promoting planning coordination, promoting value preservation and appreciation, exploring compensation for vacating, promoting value realization, promoting comprehensive collection and storage, promoting revitalization and utilization, exploring damage compensation, promoting assessment and supervision, technological innovation empowerment, and team talent support.

The plan requires in-depth investigation and research to promote the transformation of research results into practical work measures; strengthen system construction, strengthen system integration and collaborative support; deepen publicity and guidance, carry out all-round, multi-angle, and multi-form theme publicity, do a solid job in interpretation, and focus on promoting major achievements, typical cases, and advanced experience.
