According to the decree, domain names must contain at least two and no more than 63 characters, begin and end with a Latin letter or number, and not contain a hyphen in the third and fourth characters at the same time.

Domain names cannot be registered that contain words that are contrary to public interests, humanity and morality, as well as those that are known to be used in illegal activities, the document says.

In addition, the decree prohibits the registration of domain names, the designation of which is used to address sites to which access is limited by the federal law “on information, information technology and information protection.”
