After the third terminal of Taoyuan International Airport is completed and opened next year, the business volume of passenger customs clearance, personnel security inspection and border quarantine will increase significantly. Zhang Qiuyuan, deputy director of the General Department of Personnel and Administration, today led an evaluation team to understand the current service status of each unit.
The third terminal of Taoyuan International Airport is expected to be completed and opened at the end of next year. By then, the business volume of passenger customs clearance, personnel security inspection and border quarantine will increase significantly. CIQS border control units such as immigration, aviation police, customs and quarantine estimate that a total of at least 1,166 new manpower will be needed. Zhang Qiuyuan, deputy director of the General Office of Personnel and Administration of the Executive Yuan, led an evaluation team to conduct an on-site inspection today to understand the current performance of each unit, which will serve as an important reference for subsequent deliberations on additional manpower.
Zhang Qiuyuan led experts, scholars and members of the evaluation team to Taoyuan Airport in the morning. They first listened to briefings from CIQS units such as the Immigration Department’s Border Affairs Brigade, Aviation Police Department, Taipei Customs Service, Department of Disease Control and Prevention of the Ministry of Health and Welfare, and the Animal and Plant Health Inspection and Quarantine Service. Then they went to the entry-exit area of Terminal 2 to learn about the duties and customs clearance operations of each unit on the spot, and inspected the work area of Terminal 3.
It is understood that Taoyuan Airport's first and second terminals have a combined annual passenger service capacity of approximately 37 million passengers. However, last year the passenger volume reached 47.8 million passengers, and this year it is expected to exceed 50 million passengers. The manpower of the front-line aviation police and immigration authorities at the border is already quite tight, and there is currently a shortage of at least 200 posts.
With the completion and opening of the third terminal and the satellite corridor, the Taoyuan Airport will have an additional service capacity of approximately 45 million passengers. Although the overall passenger volume will be increased, customs clearance, security inspection and border inspection services will also increase simultaneously. Relevant units estimate that after the opening of Terminal 3, 486 people will be needed from the Aviation Police Department, 538 people from the Border Affairs Brigade of the Immigration Department, 75 people from the Taipei Customs Service, 32 people from the Department of Disease Control and Prevention, and 35 people from the Animal and Plant Inspection and Quarantine Administration, for a total of 1,166 people.
As the third terminal enters the countdown to completion, whether relevant units can replenish manpower in a timely manner will matter to the customs clearance efficiency and national border security after the terminal is opened. This on-site inspection by the evaluation team of the General Office of Personnel will also become an important basis for the subsequent review of the additional needs of each unit.
