The Information Office of the People's Government of Shandong Province held a press conference that day to interpret the "Implementation Plan for the Construction of Beautiful China Pioneer Zone in Shandong Province" (hereinafter referred to as the "Implementation Plan") recently issued by the province. Wen Wen said that the "Implementation Plan" proposes that by 2027, Shandong's green and low-carbon transformation in key areas will be at the forefront of China; by 2030, the province's comprehensive green transformation of the economy and society will achieve decisive results, and the Beautiful China Pioneer Zone will be basically completed.

According to the "Implementation Plan", Shandong will closely focus on the six key areas of industry, energy, transportation, agriculture, urban and rural construction, and lifestyle, promote the improvement of traditional industries in the industrial field and the expansion of emerging industries, control coal and electricity and increase green electricity in the energy field, accelerate the "road to rail" and "oil to electricity" in the transportation field, highlight ecology and recycling in the agricultural field, reduce energy consumption in the urban and rural construction field, make up for shortcomings, optimize supply and strengthen guidance in the lifestyle field, and achieve a comprehensive green transformation of economic and social development.

The "Implementation Plan" proposes that Shandong will improve and improve seven systems: ecological environment zoning management and control, resource conservation and intensive utilization, carbon emission "dual control" and pollution reduction and carbon reduction collaboration, pollution emission permit "one certificate" management, modern ecological environment monitoring and law enforcement, ecological environment risk early warning, prevention and emergency response, and green finance, finance and science and technology policy systems. It will explore new ways in terms of governance models, implementation paths, and policy mechanisms, and form more practical innovations and institutional innovation results.

Green and low-carbon transformation is the key to the construction of Beautiful China Pioneer Zone. As a major industrial and energy consumer province, Shandong has accelerated its green transformation in recent years. At present, all power generation and condensation units of 300,000 kilowatts and below in the province have been replaced and withdrawn, and the construction of large clean energy bases such as Jiaodong Peninsula nuclear power and offshore wind power has been accelerated. As of the end of September this year, Shandong's non-fossil energy installed capacity accounted for 55.9%, an increase of 25 percentage points from 2020.

Hu Fangying, deputy director of the Shandong Provincial Development and Reform Commission, said that during the "15th Five-Year Plan" period, Shandong will continue to optimize the energy structure, accelerate the large-scale development of clean energy, and promote the proportion of non-fossil energy installed capacity to 60% in five years. In addition, the province will make every effort to build 20 zero-carbon parks at or above the provincial level to promote the nearby and local consumption of new energy.

Hu Fangying said that Shandong will also implement a three-year campaign for energy conservation and carbon reduction in key industries to ensure that production capacity below the energy efficiency benchmark level is dynamically cleared and all new "two high" projects reach the energy efficiency benchmark level. At the same time, we will continue to optimize the layout of major productive forces such as petrochemicals and steel, and focus on strengthening 50 strategic emerging industry clusters such as Jinan intelligent equipment and Qingdao energy conservation and environmental protection to build new advantages for industrial development.

In the process of promoting the construction of beautiful villages, Shandong has included rural domestic sewage treatment as a key people's livelihood issue for six consecutive years, and has completed domestic sewage treatment in more than 48,000 administrative villages. "Shandong is the first in China to use satellite remote sensing and manual verification to conduct inspections of black and odorous water bodies in rural areas, establish and dynamically adjust the black and odorous water body supervision list, and implement list-based control and systematic governance." Zhao Feng, deputy secretary of the Party Leadership Group and Deputy Director of the Shandong Provincial Department of Ecology and Environment, said that currently, more than 1,400 rural black and odorous water bodies in the province have been dynamically cleared.

Beautiful rivers and lakes are one of the main ways to promote the "eight beauties co-construction" in the construction of beautiful China pilot areas. At present, Shandong has built 47 beautiful rivers and lakes. Zhao Feng said that the "15th Five-Year Plan" is a critical period for promoting the protection and construction of beautiful rivers and lakes. Shandong will continue to coordinate the management of water resources, water environment, and water ecology, continue to meet the people's needs for water, and promote the integrated development of river and lake protection and management with water culture and water economy and industry.

It is reported that in December 2025, Shandong will be designated as a beautiful China provincial pilot area.
