After investigation, the criminal gang registered and controlled more than 700 shell companies in Inner Mongolia. Taking advantage of the characteristics of "digital electronic invoices" that do not require physical tax control equipment and can be issued remotely and instantly, a total of more than 20,000 false invoices were issued. The invoice recipients involved more than 5,000 companies in 31 domestic provinces (autonomous regions and municipalities).
According to the police handling the case, the entire criminal chain of the case was completed online. The criminal suspects illegally purchased shell company information and citizens' personal information through the Internet, and bound them as the shell company's tax handler and invoice issuer; then contacted and produced an AI face video, and used the generated AI dynamic face to bypass the verification and login of the Electronic Taxation Bureau system and issue a large number of false invoices; finally, the information was published through online social platforms, and the invoices were sold to invoice-receiving companies across the country through intermediary distributors.
The clues to the case began with the tax-related abnormal information transferred by the tax department in January 2025. The Holingol police launched a police-tax collaboration mechanism to identify the suspect's true identity and crime den through data correlation comparison and trajectory penetration analysis. The task force arrested the main suspects Zhan Moumou and Zhang Moumou in Luohu District, Shenzhen City, Guangdong Province on May 29, 2026, and identified the entire chain of criminal networks covering illegal acquisition of information, AI technology disguise, illegal invoicing and online distribution.
