Queshi Intelligent, a company in which DPP legislator Su Qiaohui's sister Su Qiaochun was a director, received an investment of more than 19.99 million yuan from the National Development Fund during the tenure of former Executive President Su Zhenchang, and subsequently received subsidies from the Ministry of Economic Affairs, triggering controversy over avoidance of benefits. Three New Taipei City parliamentary candidates from the People's Party went to the Taipei District Prosecutor's Office today to report that then-National Development Council Chairman Gong Mingxin and Economic Minister Wang Meihua were suspected of profiteering, and asked the prosecutors to investigate the investment and subsidy case review process.
Su Qiaochun became the director and chief operating officer of Queshi Intelligent in August 2021; in November 2022, Queshi Intelligent received an investment of 19.999 million yuan from the "Entrepreneurship Angel Investment Program" of the National Development Fund. At that time, Su Zhenchang served as the executive president and Gong Mingxin served as the chairman of the National Development Council. The company received another 1.2 million yuan subsidy from the Commercial Development Administration of the Ministry of Economic Affairs in 2024. People's Party candidate Di Shengde questioned that the investment amount of the entrepreneurial angel investment plan for the same enterprise is in principle capped at 20 million yuan. Queshi Intelligent obtained 19.999 million yuan, which is only 1,000 yuan less than the upper limit. How the amount is evaluated and reviewed, and whether it is affected by political connections, should be found out by the prosecutor through the application documents, meeting minutes and review materials.
Di Shengde said that Su Qiaohui was a legislator at the time, her father was the executive director, and the company where her sister worked received government funds. Whether the relevant parties disclosed their family relationships, participated in decision-making, or exerted influence cannot only be explained by the competent authorities in writing. He called on the Beijing Prosecutor's Office to uphold a fair stance in investigations and should not have different standards based on political parties or political identities.
However, the National Development Fund has previously responded that the application was submitted by an angel investor and was reviewed by a professional team and the Investment Assessment Review Committee. The process was fair and transparent. The National Development Council also stated that the transactions listed in Article 14 of the Public Officials' Conflict of Interest Avoidance Act do not include "investment" and that the National Development Fund's investment is different from general subsidies, contracting or procurement.
Su Qiaohui's campaign office responded in the past that Su Qiaohui has never been involved in any bid cases, and Su Qiaochun developed her career through professionalism; if political opponents believe that illegality is involved, they should provide specific evidence and handle it through judicial channels.
