航港局表示,這次修法主要是因為金門水頭旅運中心發生俗稱「單幫客」的民眾在場站內,招攬、仲介其他旅客協助託帶貨物,或強迫、糾纏及妨礙其他旅客通行等,影響場站秩序的行為,因此金門縣於今年7月21日函航港局建議新增商港法相關規定,來遏阻港區客運場站內類此影響旅客安寧、通行秩序及旅運服務品質行為,維護其他旅客權益。

航港局說,這次修法重點主要是增訂商港法第36條之2及第70條之1修正草案,其中第36條之2明定該場域中不得有「行李、貨物託帶運送招攬或媒介等」、「強迫、糾纏、跟追等方式滋擾他人等」、「未經許可堆置物品或妨礙通行等」、「未經許可募捐、擺攤等」及「其他經航港局、金門縣政府、連江縣政府公告的妨礙港區秩序行為」等違規行為,違者依第70條之1裁罰5千元以上、2萬5千元以下罰鍰。

航港局說明,由於法規預告結束後,還要報交通部轉行政院審議,再送立法院審查,因此無法預估上路時間。
