2006年,孙晔从法学专业毕业,走上人民调解员岗位。“有别于诉讼和仲裁,调解工作一手牵两家,可让双方达成‘双赢’。”她先后在闵行区诉调对接联合人民调解委员会、医患纠纷人民调解委员会工作,奔波于一个又一个纠纷现场。
调解既需要过硬的专业知识,也需要共情能力。2012年,孙晔成为首席人民调解员,2015年被选聘为浦东新区物业管理纠纷人民调解委员会主任,2022年当选上海市人民调解协会会长。
在孙晔的诸多调解案例中,最令人动容的是王阿姨的故事:一位身患癌症的老人因房屋多年渗水与开发商产生纠纷,迟迟得不到解决,一度想要放弃生命。
孙晔接手后,面对开发商以“房屋超过质保期”为由的推诿,她没有退缩。她主持专家咨询会,以权威意见打破僵局——若因开发商故意拖延导致超期,责任由开发商承担。同时,她每日与王阿姨通话,安抚情绪、告知进展,最终与开发商达成维修协议,物业公司也主动协助搬迁。
2018年,孙晔加入民盟后,在民盟组织中不断成长。作为民盟上海市委会法制专委会副主任,她牵头组织多期法治沙龙活动,围绕多元解纷主题开展交流;她还以民盟专家身份参与上海市人大信访工作。孙晔2024年参与由民盟上海市委会副主委姚卓匀、厉明率领的课题组,通过一年多的实地调研和“头脑风暴”,课题组关于“意定监护”的多项建议最终被纳入《上海市人民政府办公厅关于推进实施老年人意定监护制度的若干意见(试行)》。
作为上海市第十五届、十六届人大代表及上海市人大监察和司法委员会委员,孙晔将调解一线的实践经验转化为意见建议。2018年,她参与修改《上海市住宅物业管理规定》,建议明确业委会委员“负面清单”,被采纳写入法条。2020年,她参与《上海市促进多元化解矛盾纠纷条例》立法,多项建议被采纳。2024年,她提出“关于商事调解助力上海打造商事争议解决高地的建议”,推动上海市司法局出台相关措施。她还积极为《上海市促进浦东新区商事调解规定》建言献策,入选2024年度上海市人大代表履职优秀案例。
本次连任上海市人民调解协会会长,孙晔表示,新一届上海市人民调解协会将立足上海“五个中心”建设,围绕专业化、职业化、规范化方向,推进党建引领、数智赋能、人才锻造和品牌建设。“在调解一线,我愿以青春为笔、以实干为墨,用心用情书写法治篇章,展现民主党派成员参政议政、服务社会的责任与担当。”
