1. Purchasing conditions

Haikou Meilan Airport Customs' designated maintenance service project for official vehicles from 2026 to 2028 has been approved for implementation. The project funds come from fiscal funds, with a capital contribution ratio of 100%. The purchaser is Haikou Meilan Airport Customs of the People's Republic of China. The project has met the procurement conditions, and the project is now undergoing comparison and procurement.

2. Project Overview

(1) Project name: Haikou Meilan Airport Customs designated maintenance service project for official vehicles from 2026 to 2028;

(2) Project requirements: Provide maintenance services for customs official vehicles at Haikou Meilan Airport, including but not limited to daily vehicle maintenance, troubleshooting, parts replacement, sheet metal painting, emergency repairs and road rescue.

(3) Contract performance period: The service contract for this procurement is signed once a year. Two months before the expiration of each annual contract period, the purchaser shall decide whether to renew the contract for the next year based on the annual service assessment results, operating conditions and fund release of the winning supplier. If the purchaser decides not to renew the contract for the next year based on the annual service assessment results, operating conditions and fund release of the winning supplier, it does not need to bear any responsibility. The second-year annual contract is signed one month before the expiration of each year and can be renewed a total of 2 times for a total of 3 years.

(4) Quality requirements: All quality and technical requirements comply with national automotive maintenance technology standards, industry standards and automotive maintenance related standards.

3. Applicant qualification requirements

(1) The applicant must be a unit in Haikou City with a registration certificate for Class II and above motor vehicle maintenance operations (the official seal of the supplier must be affixed and signed or stamped by the legal representative or authorized agent of the unit);

(2) Registered in the People's Republic of China, with the ability to independently bear civil liability (enterprises need to provide a copy of the three-in-one business license, and public institutions need to provide a copy of the legal person certificate of the public institution with the official seal of the supplier, and it must be signed or stamped by the legal representative or authorized agent of the company. The business scope and scope of business in the license are related to this project);

(3) The applicant has the necessary equipment and professional technical capabilities to perform the contract (a written commitment letter is required, stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(4) In the three years before participating in the competition and selection activities of this project, there are no major illegal records in business activities (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(5) As of the deadline for registration, it has not been included in the list of dishonest persons subject to enforcement, dishonest subjects with major tax violations, and records of serious illegal and dishonest behaviors in government procurement (a written commitment letter must be provided with the official seal of the supplier, and must be signed or sealed by the legal representative or authorized agent of the unit);

(6) This competition does not accept the participation of consortiums (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit).

4. Obtain registration and selection documents

(1) Registration time: October 12, 2026 to October 15, 2026, working days from 8:30 to 12:00 in the morning and 14:30 to 17:00 in the afternoon (Beijing time, the same below);

(2) Registration location: Room 410, No. 1 Customs Office, Haikou Meilan Airport, Erheng Road, Airport, Lingshan Town, Meilan District, Haikou City, Hainan Province;

(3) The following registration materials must be submitted when registering (all materials must be stamped with the official seal of the unit):

1. A letter of introduction from the unit that introduced the applicant to register (including the applicant’s mobile phone number and email address, etc.);

2. A copy of the unit’s business license or a copy of the legal person certificate of the public institution;

3. Copy of applicant’s ID card;

(4) The purchaser shall send comparison documents to the registration unit based on the registration status.

5. Submission of response documents

(1) The deadline for submission of response documents is 14:30 on October 21, 2026, at Room 410, Meilan Airport Customs First Office Area, Airport Erheng Road, Lingshan Town, Meilan District, Haikou City;

(2) The procurement execution department will reject any response documents that are delivered overdue or have not been delivered to the designated location.
