兵役制度方面,蕭美琴表示,2024年起2005年以後出生的役男須服1年義務役,取代原本4個月的軍事訓練役,讓官兵有時間完成基礎訓練、專長訓練並隨部隊服勤,同時提高薪餉與津貼,也必須提供符合任務所需的現代化裝備。後備改革則要讓動員具可信度,我方已推動14天教召,讓部隊獲得更升級、更貼近實境的共同訓練;漢光42號演習即結合常備部隊操演與大規模教召,並整合民防與城鎮韌性。

海洋安全部分,她以荷姆茲海峽現況為例指出,海上的動盪對經濟體的影響遠超過海岸線的範圍,海域覺知(MDA)已成為國際合作的重要領域;除與夥伴國家分享情報外,商用衛星影像、船舶追蹤資訊等公開來源情報(OSINT)工具,也有助於比對說法、偵知模式並記錄脅迫行為。國安會與海委會已與夥伴盤點反制海上脅迫可用的法律、外交、技術與實體工具,海底電纜即為重要案例,在監控、證據蒐集與共享、修復近用及替代連結上的合作,可同時降低斷訊衝擊與被脅迫的空間。
