The opening ceremony was hosted by Ji Deqiang, executive director of the Network Power Research Center of Communication University of China, director of the National Communication Innovation Research Center, and secretary-general of the Digital Communication Ethics Committee of the China Science and Technology Journalism Society. Huang Dianlin, Dean of the Academy of Science of Communication University of China, and Long Yun, Director of the Institute of Digital Ethics of Communication University of China and Director of the Digital Communication Ethics Committee of China Science and Technology Journalism Society, delivered speeches respectively.
Huang Dianlin said that in the context of the rapid development of generative artificial intelligence and the increasing attention paid to global artificial intelligence governance, holding this conference has important theoretical value and policy significance. In recent years, Communication University of China has continued to promote the transformation of scientific research paradigms in the artificial intelligence era, focusing on communication science, public opinion science, audio-visual security and digital intelligence creation. Guided by "real problems, real research, and real results", it has strengthened the construction of high-level scientific research platforms and promoted the construction of independent knowledge systems in the artificial intelligence era.
Long Yun reviewed the exploration of academic exchanges, cross-border cooperation and internationalization by the Institute of Digital Ethics and the Digital Communication Ethics Committee since 2018. She pointed out that artificial intelligence governance has entered a critical stage, and the research goal is to think deeply about science and technology ethics, build a safe, controllable, and good evolution track for artificial intelligence within the framework of human wisdom and rationality, and strengthen continuous cross-disciplinary and cross-border dialogue and agile response.
The seminar has three themed sessions. The first session focused on the new paradigm of artificial intelligence governance, extending to specific topics such as infrastructure, digital government security, and smart economy; the second session focused on the global policy landscape of artificial intelligence governance, national roles, and competition between great powers, combining research in the fields of geopolitics, economics, and international relations to demonstrate an understanding of the broader picture of artificial intelligence governance; the third session focused on emerging field regulation, privacy risks, platform governance, artificial intelligence ethics, and China’s experience.
During the interdisciplinary dialogue, participating scholars discussed in depth new governance issues in the development of artificial intelligence, as well as the relationship between development and security, human subjectivity and technological change. This provided multiple perspectives for deepening artificial intelligence governance research and the construction of independent knowledge systems, and also established an open dialogue platform for academic exchanges in the field of artificial intelligence.
