Song Shuxin introduced at the meeting that the "15th Five-Year Plan" period is a critical period for fire rescue work to consolidate the foundation, improve mechanisms, improve quality, and develop in an all-round way. By 2030, the fire rescue force system of a major country with Chinese characteristics will be basically established, and the actual combat capability of comprehensive rescue for all disasters will be greatly improved; the overall level of social fire prevention and control will be significantly improved, the grassroots foundation will be comprehensively consolidated, the number of fire deaths will be significantly reduced, and major and major fire accidents will be fully contained.

Focusing on the above goals, Song Shuxin said that the National Fire and Rescue Bureau will focus on five aspects of work: accelerating the transformation of the fire safety management model to pre-emptive prevention, improving the ability to overcome all disasters and major emergency comprehensive rescue, strengthening the comprehensive firefighting and rescue guarantee system, consolidating the fire safety foundation of joint construction and joint governance, and giving full play to the supporting role of science and technology and talent development.

Regarding the improvement of comprehensive emergency rescue capabilities for all types of disasters, Song Shuxin said that the focus will be on improving the "four capabilities" of urban and rural firefighting and rescue, forest and grassland firefighting, special disaster rescue and aviation rescue. Optimize the layout of urban and rural firefighting forces, weave a dense network of urban and rural firefighting rescue forces, build and strengthen professional rescue teams such as land search and rescue, water rescue, aviation rescue, and ambulance and medical services in hierarchical and classified categories, and promote the practical application of domestically produced large fire-fighting aircraft, large helicopters, and large unmanned aerial vehicles.

The State Council issued the "15th Five-Year Plan for the Construction of a Modern Emergency Response System", clarifying the goals and tasks until 2030. Song Yuanming, Vice Minister of China's Ministry of Emergency Management, introduced at the meeting that during the "15th Five-Year Plan" period, the Ministry of Emergency Management will focus on promoting four aspects of work: deepening the reform and innovation of emergency management and promoting the construction of a work pattern of great safety and emergency response; highlighting the change of governance model and accelerating the transformation to pre-event prevention; optimizing the layout of emergency response forces and improving the response and handling capabilities of major disasters; consolidating the foundation of grassroots emergency response and improving the ability of the whole society to prevent and avoid disasters.

Regarding emergency response at the grassroots level, Song Yuanming said that the grassroots level is the forefront of risk prevention and control, hidden danger investigation and emergency response. It is necessary to improve the disaster relief system, strengthen the guarantee of disaster relief materials, optimize the layout of emergency material reserves, and coordinate and link up central and local reserves to ensure that the basic livelihood of disaster-stricken people can be effectively rescued within 8 hours.
