KMT Chairman Cheng Lai-wen recently publicly announced that she had placed all orders for the Mid-Autumn Festival gift boxes from the 20 sheltered factories originally scheduled by the Presidential Palace. Unexpectedly, the "Slowly Hengchun Sheltered Factory" located in the southernmost tip of Taiwan subsequently slapped her in the face. She admitted that after being asked by the blue camp "if it could undertake 300 boxes" and responded positively, it was still unable to wait for the official order. The controversy originated from Lanying's high-profile announcement to undertake 9,780 boxes of gift boxes. However, Hengchun Sheltered Workshop pointed out that the staff were fully expecting to arrange the schedule and thought they were waiting for substantial support. Unexpectedly, they only got nothing in the end. They bluntly said, "Inquiries are not orders. Press releases from politicians only last one day, but the work of people with disabilities is every day."

He stressed that the sheltered workshop gift boxes previously affected by budget issues had already been completed with the help of private parties and transfer orders from all walks of life. If politicians are willing to offer suggestions, they should give the most substantive commitments instead of using vulnerable groups as props for political offense and defense, leaving asylum partners who are full of expectations but have failed.

Pan Meng'an said that Hengchun is his hometown, and every disabled child in the slowly sheltered workshop relies on his own hands to bake step by step. After learning about the factory's heavy order, he immediately contacted his eldest brother Pan Fangquan, who was working in Pingtung, and finally decided that the two of them would pay for the 300 Mid-Autumn Festival gift boxes with their own money and use practical actions to survive.
