According to the website of the State Administration for Market Regulation, water and electricity meters are connected to thousands of households, and inaccurate measurement directly affects the vital interests of the people. In the first three quarters of 2026, the "look back" work on the comprehensive rectification of residential water and electricity metering problems across the country has achieved remarkable results. A total of 106,200 rectification problems have been completed, benefiting 27.4533 million people. With precise supervision, strict rectification, and long-term promotion, we have protected the fairness of people's livelihood.

The problem has been rectified and cleared. For the problems discovered in the 2025 inspection, we will conduct a comprehensive review and secondary review, implement ledger management, reconciliation and cancellation, and resolutely put an end to "paper rectification" and "false rectification", so that the problems reported by the masses can be addressed and everything can be answered.

Supervision of the entire chain continues to be strengthened. Focus on key links such as the source of civilian "three meters" production, mandatory verification, and rotation upon expiration, and strictly investigate and deal with illegal activities such as cheating in measurement, "installing without inspection," and "not rotating after the expiration date." In the first three quarters of 2026, a total of 15,700 public water supply, electricity, gas and gas supply enterprises were inspected across the country, 33.6044 million measuring instruments in use were verified, 1,455 measurement violations in the field of water and electricity were investigated and punished, and 31.7206 million yuan in fines and confiscations were carried out. Over 20 million expired or inaccurate meters were rotated, replaced, and inaccurate. The pass rate of supervision and spot inspections remained above 99%.

Establish rules and regulations to ensure long-term governance. Adhering to the combination of "immediate reform" and "long-term establishment", a total of 193 measurement supervision systems have been formulated and revised across the country, 8 smart supervision platforms have been built and put into operation, the pilot reform of "three meters" and "two inspections in one" for civil use has been deepened, the results of special rectifications have been promoted into a normalized supervision mechanism, and the development of the water supply, power supply and gas supply industry has been regulated from the source of the system.
