羅耶爾指出,這個區域有兩個時鐘在走。首先「威脅時鐘」一直是、也仍是全球中國觀察家激烈辯論的主題,各界都聽過習近平以自己的話語談及2027年、2035年、2049年的時間表,也看到他對解放軍下達指導後的具體表現,包括帶有威脅性的繞台、實彈射擊、進入台灣本島24浬以內,以及意在恫嚇與脅迫的言論。

羅耶爾表示,他在政府服務25年、其中最後4年負責印太國防政策,「我認真看待習近平,也認真看待威脅時鐘,它正在走」。但那不是唯一的時鐘,第二個是「落實(建軍)時鐘(delivery clock,或譯交付時鐘)」,當威脅時鐘走向危險,落實時鐘則走向嚇阻與穩定;威脅時鐘奪走時間,落實時鐘則把時間買回來,把最壞的一天往後推、把風險壓下來。他強調,這個時鐘是「我們有能力加速的」,可以把時間扳向共同利益的方向,但目前投入的還不夠,「我不認為我們完全走在正軌上」。

他說,蔡英文與賴清德歷任政府已打造出一支更具能力、聚焦拒止戰略的台灣軍隊;若沒有台灣做出艱難抉擇、完成這些關鍵調適的決心,他確信台灣將更加孤立、承受更大壓力,並在以自身條件開創未來上面臨更少選項。
