VEB.RF: the platform for schools should close the chain from application to delivery

MOSCOW, May 18 - RIA Novosti. The digital platform being developed in Russia for the purchase of school equipment will speed up access to the regions of the country if only it takes over the entire process from application to acceptance of goods, and is not limited to searching for suppliers, said Deputy Chairman of VEB.RF Alexander Tarabrin at the conference “Digital Industry of Industrial Russia” (CIPR-2026).

“Today, not every school and not every region has enough competent people to meet the requirements of specialized procurement. As a result, some regional institutions involve the suppliers themselves to form a tender, and this is already a violation of the law. The platform should close this problem: give each school access to trusted suppliers and remove the entire procedural burden,” Tarabrin said, his words were quoted in the press service of the state corporation.

The platform is being created on behalf of the Russian President, voiced at the EEF 2025. The pilot project is being implemented in the Ryazan region, where schools have already carried out the first test purchases. According to the deputy chairman of VEB.RF, instead of cumbersome competitive procedures under 44-FZ, schools will receive a catalog of proven suppliers with a wide selection, including from small businesses and local manufacturers.

But a simple showcase is not enough, warned Igor Redkin, partner of the Law and Justice block. If the platform only helps to find a supplier, and all the work after the conclusion of the contract will be handled by the school, the load on the educational institution will not decrease.

“The platform must take on more: verify the needs of schools, check suppliers for financial stability, coordinate logistics and acceptance. Otherwise, we will simply transfer the paper bureaucracy into a digital one. While the value of real digitalization is that the government customer will receive not a new interface for old problems, but a real reduction in costs and risks,” Redkin noted.

He added that the next step is integration with government information systems and internal customer databases, which will allow the platform to automatically generate applications and completely move away from paper document flow.
