Wang Xiaohong pointed out that China is willing to work with all parties to actively implement the concept of a community with a shared future for mankind and the four major global initiatives, adhere to the spirit of the rule of law, improve cooperation mechanisms, adhere to equality and inclusiveness, build a solid foundation for multilateral cooperation, adhere to rule-based guidance, improve the anti-fraud governance system, adhere to a practical orientation, and enhance joint efforts. To combat effectiveness, adhere to the joint building of capabilities, promote the sharing of resources and means, adhere to the docking of mechanisms, strengthen overall coordination and linkage, jointly build the alliance into an important platform for global anti-fraud governance, a new benchmark for multilateral law enforcement cooperation, protect a solid barrier for common security, and contribute new momentum to improve global public security governance.
Wang Xiaohong said that he hopes that all parties will join hands and work together to accelerate the physical construction of the alliance, steadily promote normalized law enforcement cooperation around key areas, key cases, and key chains, organize and carry out professional training and joint drills to accelerate the improvement of overall capabilities, resolutely curb the spread of transnational electronic fraud crimes, and resolutely protect the well-being of people in all countries.
Representatives of the alliance’s initiating countries and some founding countries spoke, and representatives of international organizations delivered congratulatory messages.
On the same day, Wang Xiaohong met respectively with Najiyev, Director-General of the General Administration of National Security of Azerbaijan, Chais Nareh, Cambodian Minister of State and Secretary-General of the Committee to Combat Internet Fraud, Saifuddin, the Minister of Interior of Malaysia, Bogosian, Chairman of the Armenian Investigative Committee, and Naqvi, Minister of Interior and Counter-Narcotics of Pakistan, who were in China to attend the 2026 Conference of the Global Public Security Cooperation Forum (Lianyungang).
When meeting with Najiyev, Wang Xiaohong expressed the hope that the two sides would follow the important consensus reached by the two heads of state as a guide, deepen cooperation in the fields of counter-terrorism, combating transnational organized crime, and protection of overseas interests, and jointly write a new chapter in law enforcement and security cooperation from a new starting point. Najiyev said that Afghanistan is willing to maintain close communication with China and promote the continuous development of law enforcement and security cooperation between the two countries. The two parties signed relevant cooperation documents.
When meeting with Chaisinalyeat, Wang Xiaohong said that China appreciates Cambodia’s determination and actions in cracking down on electronic fraud crimes, and will continue to support Cambodia in improving its law enforcement capabilities, completely eradicating the “cancer” of electronic fraud, and effectively safeguarding the interests and security of the two peoples. Chaishinalie expressed congratulations on the successful holding of the founding meeting of the International Alliance to Combat Telecommunications Network Fraud, and expressed full confidence and expectation in curbing the global spread of electronic fraud.
When meeting with Saifuddin, Wang Xiaohong said that China is willing to work with Malaysia to conscientiously implement the important consensus reached by the leaders of the two countries, strengthen mechanism building, strengthen multilateral coordination, comprehensively deepen cooperation in the fields of counter-terrorism, drug control, combating online gambling fraud, and network security, and make new contributions to building a high-level strategic China-Malaysia community with a shared future. Saifuddin said that Malaysia highly appreciates China’s responsibility in initiating the establishment of the International Alliance to Combat Telecommunications and Internet Fraud, and is willing to deepen practical cooperation with China in key areas such as combating online gambling and electronic fraud.
When meeting with Prime Minister Pogo, Wang Xiaohong said that China is willing to intensify exchanges and exchanges with Asian law enforcement agencies, work together to combat transnational organized crime, strengthen high-quality security cooperation in jointly building the "Belt and Road", and transform the consensus on cooperation between the two sides into more tangible results. Pogosyan said that he is willing to improve the normal communication and liaison mechanism with China and continue to promote deepening and solid cooperation in law enforcement and security. When meeting with Naqvi, Wang Xiaohong said that China is willing to further strengthen communication and exchanges with Pakistan under the guidance of the important consensus between the leaders of the two countries, strengthen cooperation in areas such as counter-terrorism and combating electronic fraud, and promote the continued and in-depth development of China-Pakistan all-weather strategic cooperative partnership. Naqvi expressed his gratitude to China for its long-term support and help and will take more pragmatic measures to protect the safety of Chinese personnel, institutions and projects in Pakistan.
