China News Service, Kunming, November 8 (Reporter Chen Jing) The General Office of the People's Government of Yunnan Province recently issued the "Fifteenth Five-Year Plan for the Protection and Utilization of Natural Resources in Yunnan Province" (hereinafter referred to as the "Plan"), stating that it will strengthen the construction of surveying and mapping geographical information, enrich basic surveying and mapping data resources, build a multi-source and multi-scale real-life three-dimensional Yunnan, and carry out dynamic updates.
The "Plan" anchors Yunnan's "3815" strategic development goals, sets 12 main indicators, and proposes that by 2030, the province's "one map" of natural resource management and land spatial planning will be fully completed and operational, and the quality and efficiency of natural resource asset management will be comprehensively improved.
In terms of strengthening the construction of surveying and mapping geographical information, we will promote the construction of a new basic surveying and mapping system and explore intelligent surveying and mapping production. Enrich basic surveying and mapping data resources, build a multi-source and multi-scale real-life 3D Yunnan, and carry out dynamic updates. Strengthen public services for surveying, mapping and geographical information and promote the construction and application of unified geographical base maps across the province. Promote the development of the geographical information industry, accelerate the innovation and transformation of scientific and technological achievements in surveying and mapping geographical information, promote the hierarchical and classified authorized use and circulation transactions of geographical information, and support the cultivation of "specialized, specialized and innovative" enterprises. Deepen "artificial intelligence +" empowerment and improve generative map mapping, remote sensing interpretation, and high-precision positioning capabilities. Develop new basic surveying and mapping products and services adapted to new business formats such as the low-altitude economy.
In terms of optimizing the spatial development pattern of the land, we will optimize the spatial layout of the land in accordance with the regional coordinated and joint development pattern of "Kunming takes the lead, central Yunnan leads the way, regional coordination, corridor linkage, and all-area openness". Comprehensively implement the requirements of “unified base map, unified standards, unified planning, and unified platform” and build “one map” for natural resource management and land spatial planning.
In terms of strict protection of the "trinity" of cultivated land quantity, quality, and ecology, we will strictly implement the tasks of protecting cultivated land and permanent basic farmland. Strengthen the protection of high-quality paddy fields and traditional terraces, strictly protect cultivated land in dam areas, promote "cultivated land downhill and forested land uphill", and steadily guide the gradual withdrawal of unstable cultivated land. Explore and establish a system for stripping and reusing cultivated land.
We will intensify the exploration and development of mineral resources, carry out a new round of strategic mineral prospecting breakthroughs, strengthen strategic mineral geological surveys and block selection, intensify the exploration of deep resources in key exploration areas and important mines, and promote the increase in reserves and production of strategic mineral resources. Deepen the reform of mineral resources management. Carry out special rectification actions for “encircling but not exploring” and strictly implement the system for verifying and reducing the area of exploration areas when renewing exploration rights. Reasonably allocate mineral rights needed for shortages and emerging industries.
Coordinate and promote ecological protection and restoration, focusing on Dali, Baoshan, Lijiang, Wenshan, Honghe and other prefectures (cities), and implement major ecological restoration projects of historical mines, completing the restoration area of 3,900 hectares.
