The investigating officer sentenced the inmate to 14 and a half years for four crimes including accepting bribes and asking him to have sex with him.

For personal gain, Chen Qiyuan, an investigator at the Chiayi City Investigation Station, repeatedly used incarcerated prisoners Chen Weicheng and Jiang Zheyu to visit their families in the name of investigating cases, and used this as consideration to accept and contract bribes. The Qiaotou District Court today found Chen Qiyuan guilty of four crimes including corruption and was sentenced to 14 years and six months in prison.

According to Qiaotou District Court investigation, Chen Qiyuan investigated Chen Weicheng's drug-related case. In September 2018, he received a new iPhone 11 as a gift from Chen Weicheng's second ex-wife Wang Shiting. On October 7, Chen Weicheng, who was detained in Taoyuan Detention Center, was transferred to the Taoyuan City Mediation Office, allowing Chen Weicheng to meet Wang Shiting, use mobile phones, and have sex in the Taoyuan City Mediation Office restroom. On March 10, 2009, Chen Weicheng was mentioned again for the same reason, allowing Chen Weicheng to meet his first ex-wife Li Fangying and their underage children, and Chen Weicheng and Li Fangying were allowed to have sex in the restroom of the Taoyuan City Mediation Office.

Chen Qiyuan continued to bring Chen Weicheng, who was serving his sentence in Kaohsiung No. 2 Prison, to Nanjing Station on November 25, 2019, so that Chen Weicheng could have sex with Wang Shiting and the minor children born to two people; and with Li Fangying and their children. They met and took photos, and asked Chen Weicheng to use his mobile phone to contact others to deal with external matters, and allowed Chen Weicheng and Wang Shiting to have intimate behavior in the toilet of Nanjing Station, while Chen Qiyuan stayed outside and helped take care of their children.

In addition, due to Chen Qiyuan's need to purchase high-priced violins in early 2010, after Chen Weicheng was loaned to Tainan City for mediation on February 5, Chen Weicheng was willing to invest 1 million yuan for Chen Qiyuan to purchase the violin as a consideration for Chen Qiyuan's continued special convenience. The two reached an agreement, and Chen Qiyuan arranged for Chen Weicheng to purchase the violin on February 5. He successively met with Wang Shiting, Li Fangying and their children, and allowed Chen Weicheng to have intimate sex with Wang Shiting and Li Fangying in the restroom of the Tainan City Mediation Office. Chen Qiyuan stayed outside and helped take care of the children. However, Chen Weicheng's relatives and friends did not follow Chen Weicheng's instructions to raise funds, resulting in Chen Qiyuan not receiving 1 million yuan.

On April 6, 2011, Chen Qiyuan used the excuse of investigating a case and brought Jiang Zheyu to the residence of his ex-wife surnamed Huang, who was serving a sentence in Kaohsiung Prison at the time, so that Jiang Zheyu could meet his ex-wife and other relatives and friends, and revealed to Jiang Zheyu that he wanted to buy a high-priced violin. On September 15, 2010, Jiang Zheyu went to the prison again to inquire about the price of the violin and said that the price of the violin had been increased to 650,000 yuan. Jiang Zheyu expressed his willingness to contribute 120,000 yuan for Chen Qiyuan to purchase the violin as a special convenience consideration for Chen Qiyuan. The two reached an agreement, but Chen Qiyuan called Jiang Zheyu's mother to ask for 120,000 yuan and was rejected. As a result, Chen Qiyuan did not receive 120,000 yuan in the end.

The Qiaotou District Court considered that Chen Qiyuan, as a judicial police officer performing criminal investigation duties in accordance with the law, should have abided by the investigation procedures and job divisions. Instead, for personal gain, under the guise of investigating cases, he repeatedly mentioned Chen Weicheng and Jiang Zheyu, who were in prison and in custody, to remove them from the prison for interviews, communications and care procedures, disrupting the prison management order and the purpose of execution of penalties and detention, and used this as consideration to accept and promise bribes. In addition, because he was worried that Chen Weicheng's meeting with relatives and friends would be exposed, he took advantage of his position to instruct unsuspecting colleagues, destroy the video discs of official investigations, undermine the integrity of investigation documents and the management of documents by public agencies, etc., and was found guilty of four crimes including "accepting" bribes and breach of duty under the Corruption Crime Regulations. He should be sentenced to 14 years and six months in prison.
