4일 국회 국토교통위원회 소속 염태영 더불어민주당 의원실이 근로복지공단으로부터 받은 자료에 따르면, 지난해 건설업 산재 신청은 4만2천837건에 달한다. 이 중 3만5천958건이 산재로 인정받았다.
건설업 산재 신청은 2022년 3만3천149건, 2023년 3만5천349건, 2024년 3만8천932건, 작년 4만2천837건으로 매년 증가하는 추세다. 올해는 8월까지 3만3천297건의 산재가 신청돼 연말 기준 역대 최대치를 기록할 것으로 전망된다.
특히, 건설업 산재 중에서도 질병 산재 신청이 크게 늘었다.
건설업 질병 산재 신청은 2022년 4천542건에서 지난해 2만건으로 4.4배 폭증했다. 올해는 8월까지 건설노동자의 질병 산재 신청이 1만9천258건 접수돼 이미 작년 연간 수치에 육박했다. 이 가운데 질병 산재 승인은 1만2천582건이다.
건설노동자 유족의 질병 산재 승인도 2022년 58명에서 지난해 103명으로 2배 가까이 늘었다. 올해는 8월까지 73명의 질병 산재 승인이 이뤄졌다.

고용노동부는 건설업 산재 감축을 위해 작업중지권을 실질화하고 맞춤형 밀착 감독을 시행하는 한편, 특수고용·플랫폼 노동자들을 보호하기 위해 '일터기본법'과 '근로자추정제' 도입을 추진하고 있다.
염태영 의원은 "건설·배달업처럼 육체적 부담이 큰 노동환경에서 질병 산재가 급증하는 만큼, 장시간·고강도 노동을 예방할 대책이 시급하다"며 "질병 산재는 인과관계 입증이 까다로운 만큼 노동자에게만 입증 책임을 맡기지 않도록 산재 인정 절차와 지원 체계를 개선해야 한다"고 강조했다.
