(인천=연합뉴스) 천정인 기자 = 정부가 이달 중 전국 지방자치단체에 대한 조사를 토대로 '인구감소 지역'을 결정할 예정인 가운데 인천 강화군이 인구감소 지역으로 재지정될지 주목된다.

2021년 인구감소 지역으로 지정돼 정부로부터 '지방소멸 대응기금'을 지원받아온 강화군의 인구는 지난 4년간 제자리를 유지하고 있다.

외견상 감소세에 제동이 걸린 모양새지만 고령화 및 자연감소 등 지방소멸 구조가 여전한 만큼 인구감소 지역으로 재지정돼야 한다는 게 강화군의 입장이다.

6일 강화군에 따르면 2021년 당시 6만9천693명이던 강화군 인구는 4년 새 5명이 늘어 지난해 6만9천698명으로 집계됐다. 수치만 보면 인구감소 지역인 강화군의 인구는 늘어난 셈이다.

이는 2024년 이후 선원면 대단지 아파트(1천324세대) 입주 본격화 등 전입자 증가에 따른 것이다. 2028년에도 1천325세대 규모 공동주택 공급이 예정돼 있어 전입자는 더 늘어날 것으로 예상된다.

이와 관련해 강화군은 전입과 같은 사회적 요인에 의한 인구 유입이 끊긴다면 인구는 줄어들 것으로 보고 있다.

실제 2021∼2025년 강화군의 출생아 수는 매년 250명 수준이었으나, 사망자 수는 970명가량이었다. 즉 매년 700명 수준의 인구 자연 감소가 이어지고 있는 것으로 볼 수 있다.

여기에 유소년층과 청년층, 중장년층은 모두 감소하면서 강화군의 노령화는 가속화하고 있다.

강화군의 노년층(65세 이상)은 매년 증가해 2021년 2만3천751명(34.1%)에서 지난해 2만8천402명(40.8%)으로 크게 늘었다.

강화군은 지방소멸을 가속화하는 구조적 문제가 해소되지 않은 만큼 지방소멸 대응기금 지원이 필요하다는 입장이다.

강화군은 2022년부터 올해 6월까지 지방소멸 대응기금으로 '소멸 고위험 지역 사회간접자본(SOC) 사업', '로컬 팜 빌리지 사업', '청소년 복합문화타운 조성 사업' 등 27개 사업에 336억원을 투입해왔다.

군은 올해 지방소멸 대응기금 투자계획 평가에서 전국 인구감소지역 가운데 수도권 최초로 S등급을 받아 88억원의 재원을 확보하기도 했다.

강화군 관계자는 "인구가 줄어들지 않고 소폭 늘어났더라도 그것만으로 인구감소 지역이 결정되는 것은 아니다"라며 "미래 세대가 줄어들고 노령화가 가속하는 강화군의 인구 구조가 고려하면 지방소멸 대응기금을 통한 대응이 절실하다"고 말했다.
