[Reporter Tu Jumin/Reporting from Taipei] This year's "Han Kuang 42" actual military exercise of the National Army not only verified military operations, but also significantly increased the subjects of war disasters, military-civilian cooperation and the defense resilience of the whole society. According to the budget statement of the Ministry of National Defense for next year, the National Defense Mobilization Agency has compiled three overseas plans for the first time next year, including the "National Resilience Mobilization Seminar", the "Whole-Society Resilience Affairs Seminar" and the "Taiwan-U.S. Inter-departmental Resilience Dialogue". It will go to the United States and Europe to learn about military-civilian integration, hybrid threat response and inter-departmental policy planning, with a total funding of 7.339 million yuan.
According to the budget statement of the Ministry of National Defense for next year, the "National Resilience Mobilization Seminar" plans for four people to go to the United States for seven days, with an allocation of 925,000 yuan. It will refer to the U.S. system and practical experience to improve cross-departmental exchanges, supervision, coordination and cooperation in my country; the "Whole-Society Resilience Affairs Seminar" plans for two people to go to Europe for eight days, with an allocation of 420,000 yuan, to learn from the experience of the defense resilience of the whole society and strengthen the preparation ability to face hybrid security threats.

According to the budget document of the Ministry of National Defense, the largest "Taiwan-U.S. Inter-departmental Resilience Dialogue" plans for 18 people to go to the United States for 10 days with an allocation of 5.994 million yuan. They will communicate with the U.S. National Security Council, the Department of Defense and personnel from various fields to discuss policy planning. From these three itineraries, it can be seen that the focus of the national army's experience acquisition is no longer limited to military mobilization, but further covers central inter-ministerial coordination, civilian support, and continuous social operations during wartime.
In response to the Chinese Communist Party's military and gray zone threats, this year's "Han Kuang 42" real-force exercise of the Ministry of National Defense was connected with the "Urban Resilience Exercise" for the first time. Kaohsiung, Pingtung, New Taipei, and Yilan conducted joint drills to verify the intelligence transmission, communication management, and situation handling of combat zones and local joint response command centers. The national air defense exercise also implemented a 30-minute mobile network slowdown for the first time in 14 counties and cities in the central and northern parts of the country to simulate government and civilian responses after communications were blocked.

In addition, this year's urban resilience drill also increased the proportion of conflict situations. The subjects include preventive evacuation, medical care for large numbers of casualties, opening of emergency medical areas, traffic control and psychological defense. The local drill was extended from one day to two days. It adopted a "scenario-free" approach and included cross-county and city collaboration for the first time. Civil defense, alternative services, private emergency response teams and volunteers were mobilized to participate in the operation of first aid stations, relief stations and material distribution stations.
It is worth noting that this year's "Hankuang 42" exercise for the first time brought some of the capabilities of supporting society and overall combat power into actual military verification, including the wartime production line relocation of the Armament Bureau, 24-hour production expansion, and the mobilization of hundreds of civilian information security professionals by the Information and Electronics Army to inspect key infrastructure such as energy, transportation, and telecommunications. The southern exercise also simulated the gathering of disaster victims causing the obstruction of military supplies convoys. The military, local government, and police worked together to eliminate the situation, further verifying how military and civilian systems can jointly maintain operations during wartime.
