Montenegro clarified entry rules for Russians before the introduction of a visa regime

The authorities of Montenegro have clarified the rules for entry into the country for Russians before the introduction of a visa regime from November 1, 2026. Fontanka reports this.

So, if a Russian citizen has a visa and enters Montenegro before October 31, the 30-day period of stay from the date of crossing the border will still apply. Thus, the traveler will not have to leave the country immediately after the visa regime comes into force.

Moreover, during this 30-day period of stay, Russians will still have the right to apply for temporary residence. While a decision is made on the applicant’s issue, he will be able to remain in Montenegro without hindrance, even beyond the permitted 30-day period.
