Sealing is a key link in cross-border customs clearance of containers. The traditional model relies on manual operations at the checkpoint, which is inefficient.
China News Service, Changsha, October 1 (Lu Yi Liu Yang) Hunan Province's first "district-port linkage" drone sealing project was officially launched at Changsha Zhongnan Consolidation Center on September 30, and completed the actual container verification, marking the opening of a new model of drone sealing at Changsha Port. This project moves the customs sealing operation from the checkpoint to the container location site in the yard, further improving the efficiency of cargo collection and distribution and reducing social logistics costs.
On September 30, at the customs supervision workplace of Changsha Zhongnan Consolidation Center, a drone equipped with an electronic lock reader flew to the designated container location in the yard to complete remote sealing.
It is reported that sealing is a key supervision link for cross-border customs clearance of containers. That is, after the goods are packed, a special customs lock is installed and entered into the supervision system, which can effectively prevent the goods from being opened or exchanged privately during transportation and ensure the safety and traceability of cross-border logistics.
The project is jointly built by China Sinotrans and China Merchants Transport, and is supported by China Merchants Group, Changsha and Xingsha Customs, Hunan Province and Changsha City Port Department. Based on the construction needs of Changsha's smart port, the project innovatively integrates drone flight control, visual large-scale model technology and customs supervision services, innovates the traditional port sealing process, and realizes the transformation of the operation mode from "containers are transported to the checkpoint to find the reader" to "the drone flies to the box to find the box".
On the same day, at the customs supervision workplace of Changsha Zhongnan Consolidation Center, a drone equipped with an electronic lock reader took off and flew steadily to the designated container location in the yard to complete remote sealing. After the sealing is completed, the system automatically initiates the arrival declaration, realizing the digitization of the entire process from issuing the operation order to the arrival receipt.
In the past, after export LCL goods were packed, the container had to be transferred to the bayonet to complete procedures such as sealing and arrival declaration. Sealing operations are limited to checkpoints, and arrival declaration relies on manual operations. During peak hours of operation, a large number of vehicles queue up at the checkpoint, affecting customs clearance efficiency.
After the project was implemented, the Sinotrans International Consolidation Business System monitored the packing progress in real time and automatically dispatched drone sealing tasks. After the drone flew to the target container, the onboard camera automatically identified and verified the box number and box location information through the visual large model. Once the information was confirmed to be correct, the electronic locking and sealing was completed. At the same time, the system automatically submits an arrival declaration to Xingsha Customs and quickly returns a receipt through a single window in Changsha, enabling real-time sharing of operational data between Xingsha Customs and the station system.
After the goods are packed, they can be sealed on the spot, and foreign trade companies can check the progress of the operation in real time, achieving less queues, faster customs clearance, and full traceability, significantly reducing the burden on front-line workers. Vehicles do not need to idle for long periods of time, and exhaust emissions are significantly reduced, which not only improves customs clearance efficiency but also promotes green and low-carbon development.
While improving efficiency, the project has built a secure line of defense around the three key links of "finding the right container, locking it in place, and data communication": it relies on a large visual model to automatically identify and verify the container number and location to avoid mis-sealing or mis-sealing, and the electronic lock recognition accuracy reaches 99.8%; it also connects the customs, port platform and station business system, so that all operational data can be interacted in no more than 3 minutes, leaving traces of operations that can be checked and traced.
In response to emergencies such as power outages, severe weather, and abnormal locks, the project is equipped with plans for mobile emergency operations, offline operations, three-dimensional electronic fences, and multi-sensor redundant protection to provide double guarantees for supervisory continuity and operational safety.
As an important supporting support for international trains (Changsha), the intelligent upgrade of Zhongnan Consolidation Center accurately empowers Hunan's small, medium and micro foreign trade companies to go overseas. By streamlining operating procedures, compressing customs clearance time, and reducing logistics costs, the core competitiveness of Changsha’s international trains will be further consolidated and the high-quality development of Hunan’s export-oriented economy will be facilitated.
