Lieberser said that there are 81 households in the "Haichuan Yun 5" project, and the building license was originally approved for 81 parking spaces. However, the project was promoted to the outside world as "2 to 4 parking spaces per household" at the time of the construction. According to the information provided by Chen Qingren, some of the additional parking spaces came from the land in the urban planned agricultural area around the project, which was divided and sold by the residents. It was obtained and used as a fixed parking lot, and the residents even erected a large-area steel structure scaffolding. The steel structure scaffolding has been involved in illegal construction, and the city government has transferred it to the construction management unit for investigation after receiving the report. As for the use of land in agricultural areas as parking lots, it also violates urban planning land use control, and will be handed over to the Metropolitan Development Bureau for investigation and punishment in the future.

"The disputed land has long been divided, bought and sold, and transferred to the name of the residents. If the competent authorities impose fines in accordance with the law in the future, the real fines may not be the builders, but the residents who bought the houses." Lieberser questioned whether Haichuan Construction was packaging and selling the land as parking space despite knowing that the land use was restricted. Whether it involves consumer fraud, the relevant units should further investigate.

Lieberser said that according to the petition information, about 45 parking spaces may be affected. Once they are required to stop using, remove the scaffolding or restore them to their original condition, problems such as parking and house value will arise. After the builder cannot sell the house and collect the money, it will leave all the illegal risks, fines and housing price decreases to the residents. He calls on Haichuan Construction to step in immediately and have a third-party real estate appraiser assess the parking spaces and house depreciation losses. If the parking spaces are determined to be unable to be used legally, they should also assist residents to find alternatives and assume reasonable liability for compensation.

The Municipal Urban Development Bureau responded that the Haichuanyun 5 construction project involved the illegal use of additional parking lots in agricultural areas outside the scope of the construction base. After the municipal government received the report, the Urban Development Bureau asked the Pingzhen District Office to assist in investigating the violations. After that, there were indeed violations. The part related to the illegal use of the agricultural area was also determined by the Agricultural Bureau to violate agricultural use, and will be punished in accordance with the provisions of the Urban Planning Law.
