外送員交通安全管理新制上路，交通部正式公告訂定「外送員交通安全管理規則」，9 月 11 日起生效，明定外送平台業者須負起更多交通安全管理責任，包括查核外送員駕駛資格、建立合理派單機制及辦理交通安全教育訓練。若外送員半年內累積 2 次重大交通違規，平台未安排 4 小時安全講習，或講習完成前仍派單，最高可處 50 萬元罰鍰。

新規要求平台業者訂定「外送交通危害防止計畫」，招募外送員時須主動查詢駕駛紀錄，確認駕照及車輛狀況正常，且駕照未遭吊扣、吊銷或註銷。同時，平台提供的訂單，其運送物品、取件及送達地點均須符合道路交通安全相關規定。

教育訓練方面，新進外送員須接受至少 1 小時交通安全教育；在職外送員則自加入次年度起，每年須完成至少 1 小時回訓，未完成訓練者不得繼續提供外送服務。

針對重大違規，外送員首次違規時，平台須採取適當輔導或改善措施；半年內累積 2 次重大違規，或被認定對交通安全造成重大影響，平台須安排至少 4 小時運送安全講習，內容包括交通法規、防禦駕駛及駕駛道德，且完成講習前必須暫停派單。

交通部指出，平台未辦理教育訓練，限期未改善可處 2 萬至 10 萬元；重大違規未安排講習或違規派單，最高可罰 50 萬元；違反其他交通安全管理義務，則可處 9,000 元至 9 萬元罰鍰。
