Liaoning Provincial Data Element Innovation Application Laboratory launched

China News Service, Dalian, November 6 (Reporter Li Hu) The Liaoning Province 2026 Data Elements Innovation and Application Conference was held in Dalian on the 5th. Relevant representatives from government, industry, academia and research in the data field of Liaoning Province and more than 100 companies gathered at the scene to carry out exchange and docking activities and jointly witness the launch of the provincial data element innovation platform.

This conference was jointly organized by the Liaoning Provincial Data and Government Services Bureau and the Liaoning Provincial Development and Reform Commission. It aimed to implement the work arrangements of the Provincial Party Committee and the Provincial Government on promoting the market-oriented allocation reform of data elements, accelerate the construction of the Liaoning Province Data Elements Comprehensive Experimental Zone, build a supply and demand exchange platform, promote data circulation and utilization, strengthen scenario cultivation and application, and further release the value of data elements.

The meeting released the capabilities of the Liaoning Province Data Element Innovation Application Laboratory. Relevant leaders and representatives from 14 co-constructed units including Neusoft Group and Dalian Institute of Chemistry, Chinese Academy of Sciences, took the stage to jointly launch the Liaoning Provincial Data Element Innovation Application Laboratory.

Ouyang Rihui, deputy director of the China Internet Economic Research Institute at the Central University of Finance and Economics and a member of the National Data Expert Advisory Committee, said that Liaoning Province’s idea and model of promoting the innovative application laboratory of data elements is the first of its kind in the country, and is highly consistent with the work direction of the National Data Administration and the actual needs of the current development of the data field. It is recommended that we continue to promote it in the future, increase policy incentives and guidance, and summarize relevant experiences and practices in a timely manner for other regions to learn from.

Guo Yafei, chairman of People's Data Management Co., Ltd., said that the design path of the Liaoning Provincial Data Element Innovation Application Laboratory is innovative. People's Data will deepen cooperation with relevant data laboratories and actively participate in the laboratory system.

The meeting also organized participating companies to carry out bank-enterprise docking with 26 financial institutions including the China Development Bank Liaoning Branch to provide financial assistance for the innovative development of data companies. The conference focused on empowering the development of industrial clusters, released a list of 100 application scenario capabilities and opportunities, showcased the latest achievements and cooperation opportunities in the innovative application of data elements, and promoted data elements to better empower the development of the real economy.

36 supply and demand strategic cooperation agreements were signed at the meeting. Liaoning Provincial Meteorological Service Center, Dongbei University of Finance and Economics and other units signed a supply and demand agreement for data element innovation application laboratories; Liaoning Ruantong Zhixin, Shenyang Zhongdi Surveying and Mapping and other companies signed a supply and demand agreement for data annotation and high-quality data sets; Shenyang Normal University, Liaoning University of Engineering and Technology and other institutions signed a talent collaborative innovation cultivation agreement.

In addition, the conference invited experts in the data field to communicate and share, gathering domestic cutting-edge wisdom and inspiring ideas for the innovative application of data elements in Liaoning Province. He You, academician of the Chinese Academy of Engineering, Huang Lihua, professor of the School of Management of Fudan University and other academic and enterprise experts gave keynote speeches respectively.
