During the Iran war, negotiations between Russia and the United States on ending the war between Ukraine and Russia have largely come to a standstill. After meeting with Russian Foreign Minister Sergei Lavrov in Manila last month, U.S. Secretary of State Rubio said that Washington is committed to helping end the war, but he also reminded that an agreement will not be reached soon and that the United States is trying to "find a middle way."

Ryabkov said that Russia is willing to listen to Rubio's new ideas and continue to dialogue with Washington. "Russia is ready to listen to any reasonable proposals and ideas." Ryabkov also said that Russia is willing to maintain dialogue with the United States on nuclear weapons issues. After the expiration of the New Strategic Arms Reduction Treaty (New START) between the United States and Russia in February this year, the world's two largest nuclear-armed countries have no binding strategic nuclear arms limits for the first time in more than 50 years. Moscow says it will abide by the treaty's missile and nuclear warhead caps as long as Washington does the same.
