Xu Shuhua said that the legal aspect will recommend that the central government amend the "Disaster Prevention and Protection Law" to add visible risk levels in authorized places, announce that activities in dangerous waters are prohibited during specific high-risk periods such as flood season and after heavy rains, and clearly specify penalties. In addition, in accordance with the "Water Recreation Activities Management Measures", it is considered that dangerous waters should be included in the declared prohibited waters for recreation, and violators may be fined.

In addition, we will seek additional firefighting personnel from the central government; strengthen firefighting training and deepen disaster relief safety awareness; review water rescue procedures, and strengthen lifeboat operation training for high-risk waters.
