159 lawmakers spoke against the bill: seven Republicans and 152 Democrats. The norm received the support of 262 congressmen, so it passed the House of Representatives. Since the bill was previously supported by the Senate, the document will be sent to Trump for signature.

“The bill does not increase pressure on Russia, but instead gives Trump unlimited power to pass tariffs,” wrote Democrat Chuy Garcia, who voted against it, on social media.

Democrat Kim Schreyer said the bill was riddled with loopholes that lawmakers said the administration would abuse.

Her party colleague, Congresswoman Brittany Pettersen, emphasized that she does not consider the adopted bill to meet the goals of supporting Ukraine. Another congresswoman, Angie Craig, emphasized that the norm will not punish Russia. Ilham Omar, who represents a district in Minnesota, said she voted against it because the bill "would do nothing" to achieve its stated goal regarding Russia.
