海南推介绿色低碳发展新机遇 邀民企共享自贸港红利

中新网海口6月17日电 (记者 符宇群)“当前，海南以低碳岛建设为牵引，积极开辟产业新赛道，为广大民营企业搭建起开放共享、协同高效的合作舞台。”17日在2026全国民营企业绿色发展大会上，海南省发展和改革委员会副主任杨善华向与会民企伸出橄榄枝，推介了海南自贸港绿色低碳发展转型及重点产业投资的新机遇。

2025年12月18日，海南自贸港全岛封关运作正式启动。海南自贸港开放政策与一流生态环境双向赋能，正快速转化为发展优势、竞争优势。杨善华说，海南坚持生态立省不动摇，持续推进低碳岛等标志性工程建设，叠加自贸港政策红利，已构建起全链条、多元化、低碳化的绿色产业体系。

在海南，诸多绿色成效不断涌现。

——工业绿色制造体系日趋完善。海上风电、核电的稳步推进，为工业绿色转型提供了坚实的能源保障和低成本的运营环境。多个千亿级、百亿级绿色产业链已起势成型，其中儋州洋浦的石化新材料产值已突破1200亿元，形成了完整的“油头—化身—新材料尾”产业链。海南炼化、金海浆纸、金盘智能等一批国家级能效、水效领跑企业涌现。

——循环经济产业实现突破发展。海南打通各类废弃物向产业原料转化的通道，推动资源循环利用产业规模化、规范化发展，为全省绿色低碳转型提供坚实的产业支撑。海南循环经济已正式迈向产业集聚、链条闭环、多领域突破的新阶段。在湘琼智造园，三一重工利用海南“零关税”和保税维修政策，开展二手设备维修再制造，大大降低成本，打开全球市场。

——绿色金融创新赋能绿色产业发展。海南大力支持民营企业在海南布局绿色低碳产业，已逐步建立起覆盖节能降碳、生态修复、循环利用、绿色基建等多个领域的绿色低碳项目库，为民营经济提供项目支撑。

——科技引擎驱动绿色产业提档升级。从电解海水制氢的前沿突破，到新能源船舶的产业化应用，海南正以科技创新为引擎，加速迈向技术策源与产业落地并重的绿色产业高地。比如，海南大学“电解海水制氢提镁”技术取得突破，正式从实验室走向工程化应用。

At the conference, Yang Shanhua made investment promotion recommendations around six green industry tracks, including zero-carbon parks and green manufacturing, clean energy and the entire green hydrogen industry chain, carbon sinks and ecological industrialization, resource recycling and "waste-free" industries, green buildings and prefabricated full industry chains, and green digital and low-carbon science and innovation, inviting private enterprises to share the new opportunities of Hainan Free Trade Port to "seek strength through green".

Currently, Hainan has core policies such as dual 15% income tax incentives, "zero tariffs", and duty-free for domestic sales of processing value-added goods; it has achieved convenient and efficient global travel with visa-free access for 86 countries and 92 international routes; it has deeply cultivated four leading industries, focused on cultivating new quality productive forces with "five directions to seek strength", and made forward-looking arrangements for four new future industries, with a complete and sound industrial ecosystem.

“Hainan will adhere to the service concept of ‘Coming to Hainan, Nothing is Difficult’, and provide one-stop services for settled enterprises in project docking, approval agency, factor guarantee, and policy realization throughout the entire cycle.” Yang Shanhua said that he hopes that private entrepreneurs from all over the country will come to Hainan, deeply cultivate the Free Trade Port, leverage their advantages in technology, capital, and talent, and work together to build Hainan into a window to showcase China's advanced concepts, technologies, and practical achievements in low-carbon development to the world.
