According to the meteorological department's monitoring and forecasting, tropical disturbances are currently active in the central South China Sea. It is expected to develop into a tropical depression during the day on the 12th, and may further intensify into a numbered typhoon from the night of the 13th to the day of the 14th, gradually moving towards the central Vietnam to the southeastern coast of Hainan Island. Affected by its peripheral circulation, from the 13th to the 14th, the sea surface in the central and western parts of Guangdong Province and coastal cities and counties, the sea surface in the central and western South China Sea, Beibu Gulf, and Qiongzhou Strait had average winds of level 6 to level 8 and gusts of level 9 to level 10. There were local heavy rains or heavy rainstorms in the southern Pearl River Delta and cities and counties in western Guangdong.

The notice requires that we must consolidate work responsibilities, resolutely overcome insensitivity, pay close attention to the development and changes of tropical disturbances in the South China Sea and their impact on the province's wind and rain, conduct timely rolling analysis and judgment, organize various types of three-prevention responsible persons at all levels to take up their posts, strictly implement disaster early warning "response" and tracking feedback mechanisms, widely release public warning information for typhoons and heavy rains, and initiate emergency response in a timely manner when necessary.

At the same time, it is necessary to strictly control and implement risk prevention and avoidance measures at sea, strengthen early warning reminders and safety supervision in key areas such as fishing boats, commercial ships, offshore wind power, marine ranches, fish raft farming, and offshore construction, and promptly communicate typhoon dynamics, wind changes, and risk avoidance requirements to ships and people. Scientifically guide ships to avoid danger, resolutely organize personnel to evacuate ashore when necessary, and timely shut down cross-sea routes, island tours and other projects. Fishing boats with weak wind protection capabilities are urged to strictly implement the "6 100%" requirements for fishery production safety and "do not go to sea if it is unsafe". Guangdong fishing boats operating in Hainan waters are reminded to strictly implement local wind protection instructions.

In addition, it is necessary to strengthen early warning "response" and do a good job in land-based flood control. In areas where heavy rainfall is likely to occur, such as the southern Pearl River Delta and western Guangdong, it is necessary to strictly guard against short-term heavy rainfall and the urban and rural waterlogging, flash floods, geological disasters and small and medium-sized river flood risks caused by it, and strengthen inspections of reservoirs, embankments, small and medium-sized rivers, flash flood hazard areas, geological disaster hazard points, urban waterlogging points, underground spaces, bridges, culverts, tunnels and waterfront cliff roads. In accordance with the "four unities" requirements for relocation and risk avoidance, we must resolutely relocate people in dangerous areas, so that we must transfer as many people as possible and as early as possible, and no household or person will be left behind.
