根据规划,江汉平原以“拓宽洪水出路、增强供水韧性”为主线,加快构建循环通畅、多源互补的水网;鄂西北以“强化源头保护、护好北调净水”为主线,筑牢水源涵养与水质安全双重屏障;鄂西南以“提升防洪标准、维护生态稳定”为主线,加强山区防洪治理与三峡库区生态修复;鄂北以“水网延伸增效、加强联网联调”为主线,加快构建蓄引结合的多水源保障体系;鄂东北以“联通江河湖库、增强灌排能力”为主线,优化区域水资源配置格局;鄂东南以“强化系统治理、推进湖库互联”为主线,统筹山区水库群调蓄与平原湖区排涝协同治理。
湖北将以联网、补网、强链为重点,统筹推进一批水资源配置工程,增强水资源统筹调配能力,提升城乡供水保障能力。其中,加快实施引江补汉及三峡水运新通道工程,助力完善国家水网主骨架大动脉;推进鄂北二期、引江补汉输水沿线补水等一批重大引调水工程,增强江汉平原等重点区域水资源统筹调配能力,逐步完善省级骨干水网;实施一批中小型引调水及河湖水系连通工程,畅通市县水网末梢,发挥水网效应。
此外,强化水域岸线空间管控,强化河湖生态流量(水位)保障,防治重点地区水土流失,系统推进河湖生态保护与修复。
据悉,该省将推进“天空地水工”一体化监测感知体系建设,打造全覆盖、全空间、全要素、全天候的动态感知网。围绕防洪、水资源管理与调配,初步建成山洪防御、水情监测预报、水库防汛、重点流域调度等场景,强化“预报、预警、预演、预案”功能。
