The Hemei Water Recycling Center is located on Luhe Road. When it was built, people and cars were not allowed to enter, but from the outside only a "white dinosaur house" could be seen. It turns out that the roof of the "White Dinosaur House" is covered with green grass, which can achieve green beautification and effectively reduce the temperature inside the house after being exposed to the sun. The most important thing is that there are steps to reach the roof. There is a small pavilion in the middle of the roof, where people can hide from the scorching sun.

The County Water Resources Department stated that the water resources recycling center that treats Hemei sewage is the fourth in the county. It includes a water resources recycling center and 26 kilometers of underground pipelines. The overall system can process 5,000 tons of sewage per day. The first phase of the household user takeover project has been contracted for construction, and the number of households expected to be taken over is 2,700 households.

Lin Gengren, the mayor of Hemei Town, said that Hemei Town is the third largest administrative region in the county in terms of population after Changhua City and Yuanlin City. However, the 5,000 tons of sewage treatment capacity is obviously insufficient. He hopes that the second and third phases of the project can be expanded in the future along with the urban plan.
