New Taipei City Councilor Yan Weici continued to pay attention to the Sanchong Fruit and Vegetable Market reconstruction project and the urban planning on the north and south sides of Luzhou at the General Question of the Assembly today. She said that compared with the New Taipei City Arena, which has been confirmed to be located in Shulin, and the Banqiao flagship kindergarten has been opened, there has been no progress in the Sanchong and Luzhou projects, which is regrettable. She proposed decoupling the two cases and canceling the Galaxy Bay project on the north side of Luzhou. She hoped that Mayor Hou Youyi would step up his pace in the last 102 days of his term and fulfill his policy commitments. Hou responded that the city government would still follow the instructions of the Ministry of Interior to evaluate the site and wait until there is a specific and clear direction before announcing it to the public.
Yan Weici said that when the Sanchong Fruit and Vegetable Market was submitted in 2015, it was "reconstructed on the same site", but in 2019 the city government changed the plan to "relocation" to Galaxy Bay on the north and south sides of Luzhou. As a result, the Ministry of the Interior pointed out in September 2024 that the contents of the two cases were completely contradictory, and it has been stuck until now. She said that this incident not only slowed down the construction progress of Luzhou Hospital, but also prevented the adjustment of the floor area ratio of Luzhou's overall urban plan, affecting the renewal of old and dangerous buildings. She suggested that the two sides' plans should be decoupled, and "people on both sides will thank the mayor."
Hou Youyi responded that the Agricultural Bureau and the Urban and Rural Affairs Bureau are still jointly discussing whether the original implementer of Sanchong Fruit and Vegetable Company will continue to be in the same place or there will be changes in location. It is hoped that specific and clear directions will be discussed and evaluated before being announced to the public.
Regarding the current progress of the site selection assessment, Agriculture Director Chen Xihui stated that in compliance with the resolution of the Ministry of Interior meeting, the assessment included environmental conditions, traffic environment, and market operation evaluation indicators. Three external committee members and eight government bureau personnel were invited to participate in the discussion. Three or four meetings have been held. The relevant meeting minutes must be retained before they are officially disclosed.
Director of Urban and Rural Development Huang Guofeng emphasized that the Ministry of Interior's resolution did not cancel the case. He had visited the site, including the Galaxy Bay project, with the task force and land acquisition team of the Metropolitan Committee of the Ministry of the Interior. They had no objection because the local government had different opinions. The Ministry of Interior asked the city government to include the case in the site selection assessment and communicated with the local government. The city government will still comply with the decision of the Ministry of Interior and continue the evaluation.
The Agriculture Bureau pointed out that the transportation plan for the vegetable truck transportation route when the fruit and vegetable market is moved to Luzhou is to evaluate one route from Expressway 64 via Flood Reduction Road 4, directly to the wholesale market; the second route is along Huandi Avenue, and neither route will enter the urban area of Luzhou; the Galaxy Bay base is planned in the border area between the Luzhou Pumping Station and the Luzhou MRT Factory. External transportation supporting measures have been planned and will not enter the urban area. We will continue to communicate with the public in the future.
