Citizen groups marched to demand that the Legislative Yuan pass an additional budget and named eight KMT legislators as candidates for county mayor qualifications.

The 6th session of the 11th Legislative Yuan will begin on the 29th. Nearly 40 groups, including the Taiwan Civilian Front and the Taiwan United Economic Democracy, announced today (24th) that they will hold a "Don't let the Legislative Yuan session go unruly, and citizens sound the alarm after get off work" parade that night, demanding that the Legislative Yuan 1 The "115 Central Government General Budget Supplementary Budget" will be passed before the end of October, and eight KMT legislators including Ke Zhien and Jiang Qichen will be named. Whether the autonomous defense and social welfare budgets such as drones can be passed in time will be regarded as a "qualification test" for running for county mayor.

The organizer held a press conference in front of the Legislative Yuan today and put forward five demands: "The 2026 supplementary budget cannot be delayed," "Domestic drones cannot wait," "Social welfare increases must not be delayed," and "Stop paralyzing state agencies." They also asked the Supervisory Yuan, the National Human Rights Commission, the Communications Commission, the Personal Information Protection Commission, and the Public Security Bureau to resume or start normal operations. The parade will gather in front of the Qunxian Building of the Legislative Yuan at 6:30 p.m. on the 29th. It will set off at 7:10 p.m. and will pass through Zhongshan South Road, Zhongxiao East Road and Linsen South Road before returning to Jinan Road. It is expected to end at 8:30 p.m.

Lai Zhongqiang, convener of the Keminlian think tank, said that in May this year, the Legislative Yuan read the "Special Procurement Regulations on Plans to Protect National Security and Strengthen Asymmetric Combat Power" for the third time, and the funding limit was reduced from 1.25 trillion yuan originally planned by the Executive Yuan to 780 billion yuan. Some independent national defense projects such as drones, unmanned boats, Qiangbow anti-aircraft missiles, and AI defense were not included, and now some projects have been reorganized into the supplementary budget. Since there are only three months left in this year, if it is delayed past the end of the year, the time limit for this year’s supplementary budget will be lost.

Chen Xiaowei, executive committee member of the Taiwan Civic Front, pointed out that the Kuomintang’s Kaohsiung mayoral candidate Ke Zhien, Taichung mayoral candidate Jiang Qichen, Tainan mayoral candidate Xie Longjie, Yunlin County mayoral candidate Zhang Jiajun, Pingtung County mayoral candidate Su Qingquan, Kinmen County mayor Candidate Chen Yuzhen, candidate for Hsinchu County Mayor Xu Xinying, candidate for Yilan County Mayor Wu Zongxian and other eight KMT legislators. These people still hold voting rights in Congress and are ready to fight for county and city administrative rights. Therefore, this is regarded as a "qualification test" for running for county mayor.

Chen Xiaowei further explained that the reason for setting the deadline of the end of October is that after the budget is approved, the Ministry of National Defense still needs to handle plan preparation, procurement bidding and subsequent budget execution in order to complete relevant retention operations before the end of the year.

He Yurong, secretary-general of the Obasan Alliance for People's Participation in Politics, said that Congress has the responsibility to supervise the budget. Whether the procurement is reasonable and the government's execution ability should be reviewed, but Congress also has the obligation to review, vote and be responsible for decisions. National defense construction has a time cost, and the supplementary social welfare budget also affects elderly farmers, national pensions, and low- and middle-income households.

Wang Xinghuan, chairman of Taiwan's Foundation Progressive Party, called for the third reading of the supplementary budget as soon as possible, and called on the Kuomintang and the People's Party to fulfill their responsibilities as opposition parties in reviewing the budget; the ruling party should also handle the deadlock through executive power and political consultation, rather than throwing all issues at the hands of the barbaric opposition parties.
