Low-lying areas in Toufen City, Miao County, are prone to flooding when heavy rains occur. The low-lying areas near Lane 1258 of Zhonghua Road near the Toufen Interchange and the Yongzhen Pumping Station are particularly troubled. The Miaoli County Government sought funds from the central government to promote the construction of the interchange detention pond and the expansion of the Yongzhen Pumping Station units. The total funds were 328 million yuan and 193 million yuan respectively. Both received 82% of the central government's approved subsidy, hoping to improve local flooding as soon as possible.

The Water Conservancy Department of Miaoli County Government pointed out that Lane 1258, Zhonghua Road, near the Toufen Interchange is located in a low-lying area, with water flowing through it, making the drainage system easily blocked. The county government plans to use the open space within the interchange ramp circle to build a flood detention pond. The commissioned design of the project has been contracted. In the future, when rainwater may cause flooding, the flood detention pond can be diverted.

As for the crucial expansion project of the Yongzhen Pumping Station, there are currently four sets of pumping stations in the Yongzhen Pumping Station. In response to the intensive development of the first Zhunan Urban Plan in recent years, the water pumping station has concentrated flow. In addition to handling the first Zhunan Rainwater Sewer Urban Plan review, it has also actively sought subsidies from the central government. The Land and Resources Department has approved the funding for the two units of the Yongzhen Pumping Station, and two more units will be added.

In addition, there are issues related to the discharge outlet related to the Yongzhen Pumping Station. Since the originally designed discharge outlet is close to Zhonggang Creek, it will block the flow. The county government has proposed a plan to extend the discharge outlet more than 100 meters downward to increase the discharge speed. If the N2D rainwater sewer project implemented by Toufen City can be connected to the Yongzhen drainage, in addition to speeding up the pumping rate, it can also gradually solve the flooding situation along Bade Road. The case is still being fought.
