일상적인 양육 과정에서는 동물병원 진료비가 가장 큰 부담으로 꼽혀 반려동물의 노령화에 대비한 건강·임종 지원과 함께 의료비 부담을 낮춰달라는 정책 수요도 높은 것으로 조사됐다.
27일 농림축산식품부가 공개한 '2026 동물복지 정책참여단 입양·양육 단계 조사 결과'에 따르면 반려동물 양육자의 69.1%는 펫로스 지원이 필요한 시점으로 '반려동물 노령기 관리 단계'를 꼽았다.
'임종 준비 단계'가 47.0%로 뒤를 이었고 '초기 애도 단계(사별 직후)'는 29.1%, '일상 회복 단계(사별 이후)'는 21.8%였다.
펫로스 지원을 반려동물이 숨진 이후의 심리적 회복에만 한정하기보다 노령기부터 보호자가 돌봄과 이별을 준비할 수 있도록 해야 한다는 인식이 상대적으로 높은 셈이다.
펫로스 극복에 효과적이라고 생각하는 프로그램으로는 '노령기 및 임종 준비 교육'을 꼽은 응답이 60.9%로 가장 많았다.
'보호자의 정서적 준비 및 이별 과정 안내'가 53.0%로 뒤를 이었고 '펫로스 이해 및 애도 과정 교육' 25.5%, '감정 나눔 및 그룹 상담 프로그램' 14.8%, '일상 회복 및 적응 지원 프로그램' 13.9% 순이었다.
노령기 관리와 임종 준비 과정에서 필요한 사항으로는 '건강관리 및 노령기 돌봄 방법 정보'가 59.1%로 가장 높은 비율을 차지했다.
'임종 및 장례 준비 관련 정보'가 필요하다는 응답도 51.5%로 절반을 넘었고 '돌봄 서비스(방문·위탁) 지원'은 26.1%, '보호자 심리 상담 및 정서 지원'은 25.2%였다.
장례 단계에서는 '즉시 이용 가능한 장례 서비스 정보'가 필요하다는 응답이 42.7%로 가장 많았다.
이어 '장례 비용 및 가격 정보' 41.5%, '장례업체 정보 및 이용 방법' 28.8%, '장례 절차 및 진행 방법' 26.7%, '장례 방식 안내' 20.9%, '사후 행정 절차' 12.7% 순이었다.
반려동물의 건강을 관리하는 과정에서 발생하는 병원비 부담도 큰 것으로 조사됐다.
반려인의 89.4%는 동물병원 진료비가 부담된다고 답했다. 정부가 우선 추진해야 할 정책으로는 '반려동물 의료비 부담 완화'가 57.8%로 가장 많이 꼽혔다.
의료비 부담을 낮추기 위해 가장 필요한 정책으로는 '반려동물 보험 활성화'가 35.7%로 가장 높은 비율을 차지했다.
이어 '진료비 정보 공개 확대' 25.8%, '표준 진료항목 정보 제공' 18.0%, '취약계층 의료비 지원' 13.7%, '응급진료 지원 확대' 6.2% 순이었다.
병원비 외에도 일상적인 양육 과정에서 돌봄 부담이 적지 않은 것으로 나타났다.
집에서 반려동물을 기르면서 겪은 어려움으로는 '돌봄 부담'이 44.2%로 가장 많이 꼽혔다. '짖음·공격성 등 행동 문제'가 35.5%, '위생 문제' 26.1%, '가족과의 생활 조율' 14.5%, '가구 훼손 등 물리적 피해' 13.9%로 뒤를 이었다.
농식품부 관계자는 "해당 의견들은 반려인의 실제 양육 경험과 비반려인의 인식을 바탕으로 실효성 있는 동물복지 정책과 반려문화 환경을 만들어가기 위한 기초자료로 활용할 예정"이라고 말했다.
