Legal soil materials dump was involved in covering up waste on a hillside. Hsinchu prosecutors indicted 9 people and requested the confiscation of 100 million yuan in illegal gains.

Legal soil and materials dumps have turned into cover tools to protect illegal dumping of construction waste! The Hsinchu District Prosecutor's Office recently uncovered a major environmental crime case. The Rongxin Land Resources Market operated by Qiangfu Company was suspected of accepting fees, cooperating with operators to "run short orders", and issuing false clearance certificates to cover up waste dumping on hillsides. The prosecutor's investigation was concluded, and a total of 9 defendants including Qiangfu Company and the person in charge named Zheng were prosecuted according to law, and they petitioned the court to confiscate illegal gains of more than 116 million yuan.

According to the prosecutor's investigation, Xia Nan, the head of Guangxinglong Company, contracted the removal of construction waste for the Hsinchu construction project in April 2025. Although he signed a three-party contract with Changcheng Freight Transport and Qiangfu Company's Rongxin Land Resources Field to handle it legally, he privately carried a large amount of waste to the hillside of Guanxi Town, Hsinchu County and dumped it at will.

In order to create the illusion of legal processing, Rongxin Real Estate Market and the freight forwarding company jointly concocted a "short running order" script. Xia Nan paid Rongxin Land Resources Field 150 yuan per cubic meter in paperwork fees and freight transportation; the truck entered the soil materials field only to carry a very small amount of waste symbolically, and then left after circling the site for 3 to 10 minutes, creating a false GPS track. The staff of Rongxin Soil and Materials Field cooperated to falsely report the weight on the triple bill, issue a false completion certificate, upload it to the Ministry of Environment declaration system, and falsified the legal processing records of 549 metric tons of construction mixture.

The case was investigated and uncovered by the Third Brigade of the Baoqi Corps under the command of prosecutor Shen Yuzhi. Eight people including Zheng Nu and Qiangfu Company were prosecuted for violating the waste disposal law and publishing false documents when using their business.

The Environmental Management Agency of the Ministry of Environment estimated that it would cost hundreds of millions of yuan to remove the waste in accordance with the law. Accordingly, the prosecutors petitioned the court to confiscate more than 100.16 million yuan in criminal proceeds. The defendant has voluntarily returned 2.5 million yuan. The prosecutors also seized the house in Xia Nan's name for preservation and tax collection, demonstrating the determination of law enforcement to strictly investigate "false declarations and real abuses."
