Non-party candidate for Hualien County Mayor Wei Jiaxian held a press conference on the "Transportation Forward" policy today and proposed the long-term concept of extending the high-speed rail to Hualien. Wei Jiaxian said that in July this year, the Executive Yuan has approved that the high-speed rail will extend from Nangang to Yilan, and the southern end will also extend to Pingtung. In the future, there may even be opportunities to go to Taitung, and Hualien should also have the opportunity. He called on the Ministry of Transportation to reserve tail rails at the Yilan end of the high-speed rail to preserve the possibility of the high-speed rail extending to Hualien.
Wei Jiaxian said that the Hualien County government must prepare in advance a series of transportation construction plans for the high-speed rail from Yilan to Hualien, and even Suhua'an to connect Huadong Express. Urban plans and land changes that need to be made must be prepared in advance. He emphasized that he is not asking for the high-speed rail to be built immediately, but to take stock of the land and planning and clarify local needs first, so that the high-speed rail extension, Taiwan Railway speed increase or other plans to improve eastern transportation can be put into professional evaluation and become the basis for improving the round-island high-speed rail network.

Zhang Jun said that he has received feedback from many voters that Provincial Highway 9 is the most important highway traffic artery in Hualien, but the traffic flow at many intersections is very small, and the main line vehicles still have to wait for traffic signs. He pointed out that since 2020, the county government has successively promoted signal history, timing restructuring, traffic big data and cloud smart traffic control. Last year, it proposed the "Hualien County Signal System Design and Control Management Plan" worth 23.756 million yuan, and another 4-year, 180 million yuan "Eastern Taiwan AI Smart Transportation Data Center Construction Plan", and this year piloted the "Dynamic Signal and Ambulance Priority" measures, but the immediate problems of the people have not been solved.
Zhang Jun said that after being elected, he will propose improvements to the traffic time of the Provincial Highway 9. He will take inventory of the densely trafficked sections of Xinchengxiang, Hualien City, Ji'an Township, Shoufeng Township, etc., as well as major intersections in Fenglin Town, Guangfu Township, Ruisui Township, and Yuli Town, and introduce AI images or traffic detection. , different time systems are set according to peak, off-peak, and weekends. Low-flow branch lines adopt inductive release, and with safety as the highest principle and legal speed limits as the basis, continuous green lights are planned on the main roads to reduce unnecessary stops; while retaining the safety needs of pedestrians, campuses, and high-risk intersections.
