Hainan Province: During the "15th Five-Year Plan" period, the soil and water conservation rate will stabilize at above 95.72%

This goal is based on the soil and water conservation rate of 95.42% during the "14th Five-Year Plan" period. Wang Xiaoxia introduced that during the "14th Five-Year Plan" period, Hainan promoted the establishment of a new regulatory mechanism with remote sensing supervision as the basic means, key supervision as a supplement, and credit supervision as the basis. It designated 2,858.25 square kilometers of national key water and soil erosion prevention and control areas, built 59 ecologically clean small watersheds, and created 1 new demonstration county, 1 demonstration park, and 1 demonstration project. The province's new water and soil erosion control area was 693.44 square kilometers, and the water and soil conservation rate reached 95.42%.

Focusing on the goals of the "15th Five-Year Plan", Hainan will strengthen system governance, improve regulatory capabilities, explore value realization paths, and build a full-chain, intelligent man-made soil erosion supervision system.

Hainan will use small watersheds as units to implement projects such as comprehensive management of water and soil erosion, construction of ecologically clean small watersheds, and prevention and control of non-point source pollution. Complete the control of water and soil erosion in an area of ​​no less than 300 square kilometers, and actively promote municipalities and counties to carry out pilot projects for integrated construction of water and soil conservation projects to create experience that can be replicated and promoted.

In terms of monitoring capabilities, the Hainan Water Affairs Department will upgrade and renovate 9 existing monitoring stations in the province, build 9 new monitoring stations, conduct an assessment of the province's soil and water conservation functions, and promote the deep integration of remote sensing, big data, cloud computing and other technologies with soil and water conservation.

In terms of exploring value realization paths, Hainan's water affairs department and relevant departments have collaborated to actively explore and establish mechanisms for value realization, ecological compensation, and carbon sink trading of soil and water conservation ecological products, study and formulate value accounting guidelines for soil and water conservation ecological products in Hainan Province, promote the integrated development of small watershed management and ecological agriculture, rural tourism, and health care industries, and promote a series of representative cases of realizing the value of soil and water conservation ecological products. Encourage social capital to participate in soil erosion control.

In order to build a full-chain, intelligent man-made water and soil loss supervision system, Hainan continued to deepen the closed-loop management of approval, supervision, and acceptance of water and soil conservation plans for production and construction projects during the "15th Five-Year Plan" period, and promoted intelligent review of water and soil conservation plans. Carry out remote sensing supervision of water and soil conservation with full coverage and regularity, comprehensively monitor, timely discover, and accurately determine man-made water and soil erosion. At the same time, satellite remote sensing, drones, big data and other means are used to strengthen tracking and early warning of man-made soil erosion risks.
