The independent candidate for Penghu County Magistrate Xu Zhifu has promoted the policy of Penghu's sustainable development regulations, revised the regulations on offshore island construction, and given priority to the people of Penghu to return home. Penghu is an outlying island, but it will not be a remote village. The journey home shouldn't be so difficult.

Xu Zhifu said that most people living in Penghu or traveling abroad have the same needs and feelings. Whether you are traveling to Taiwan for medical treatment, exams, official business, visiting relatives, or traveling back home, it is not only hard to get a seat, but you can only hope for good luck to get a seat later. The most popular morning and evening flight periods every day are often full due to travel demand. For tourists, flying is a trip; but for residents, flying is commuting, saving lives, and an indispensable part of getting home. It is also an irreplaceable means of transportation for many people.

Xu Zhifu believes that the transportation rights of residents on outlying islands should receive more institutional convenience and protection. In the future, we will actively seek to promote the "Penghu Sustainable Development Ordinance" from the central government and amend the "Offshore Islands Construction Ordinance" and related supporting regulations. A two-pronged approach will establish a more complete aviation security system for residents on outlying islands.

Xu Zhifu also advocated planning a certain proportion of seats for the daily "early departure and late return" flights, giving priority to reservations and allowing residents registered in Penghu to reserve seats in advance; at the same time, improving the priority waiting system for residents, whether online or at the airport counter, when there are vacant seats, qualified residents should be given priority, so that people with real urgent needs or daily needs can more easily get on the plane, instead of having to wait aimlessly at the airport for that coveted seat. This is not to restrict tourism, nor to crowd out tourists, but to give priority to protecting the most basic transportation rights and life rights of residents on outlying islands while balancing tourism development and airline operations.
