对55岁的宜宾市翠屏区水产渔业站协助巡护员谢富昆来说,工作并不总在白天结束。白天沿江巡查,晚上有时还要巡到十一二点。若监控发现深夜有人违规捕捞,他和同伴也得赶往江边,两人一组,记录时间、地点,拍照取证,再将线索移交渔政执法人员。这片江面,谢富昆再熟悉不过。几年前,他站在这里时还是另一个身份——渔民。

宜宾地处金沙江、岷江、长江交汇处,有“万里长江第一城”之称。谢富昆从小在岷江边长大,刚上小学便跟着父亲上船。“家里兄弟姊妹多,以前基本全靠打鱼生活。”他记得,小时候江里的鱼多,撒几网便够一家人生活。但到2015年以后,谢富昆明显感觉鱼越来越难打。“以前一网起来有一两斤、两三斤,后来很多时候就一两条、两三条小鱼。”捕鱼收入越来越难维持生活,他也想过上岸另谋生路,却不知道除了捕鱼还能做什么。
2020年,宜宾提前完成长江流域重点水域退捕任务,630艘渔船、1186名渔民退捕上岸。2021年,长江流域重点水域“十年禁渔”全面启动。“打了几十年的鱼,一下子不打了,心里失落感很强,也不知道做什么。”谢富昆回忆,退捕后,当地组织渔民学习种植、养殖等技能。后来得知要从退捕渔民中招收协助巡护员,他报名参加考核,于2021年重新回到熟悉的江边。
只是这一次,谢富昆不再撒网,而是护鱼。
像谢富昆一样,上岸后的渔民需要重新寻找生计。宜宾市农业农村局渔业保护科负责人文江介绍,宜宾1186名退捕渔民中,需转产就业的722人已全部实现就业,其中211人灵活就业、200人被企业吸纳、140人务农、92人自主创业,其余人通过渔业产业、公益岗位等方式就业。

身份调转,最初并不容易。谢富昆说,刚开始巡护时,江边违规垂钓、非法捕捞仍时有发生。巡查之外,他们还要发放宣传资料、劝导沿江民众。
为何让昔日的捕鱼人来护鱼?
在文江看来,答案恰恰藏在他们过去数十年的捕鱼经验里。老渔民熟悉浅滩、礁石和隐蔽水域,了解不同鱼类的活动规律,也更容易辨认隐蔽渔具和异常水面动静;作为沿江居民,他们与周边渔民、村民相熟,在宣传禁渔政策、劝阻违规行为时也更容易沟通。
协助巡护员并不具备执法资格。文江介绍,目前宜宾已形成“巡护员前端取证上报、执法部门快速响应处置、行刑(行政执法与刑事司法)衔接闭环办理”的衔接机制。熟悉水情、鱼情的经验,由此成为这些退捕渔民重新回到江上的另一种“本事”。
几年下来,谢富昆感觉,长江也在发生变化。他经常巡护经过合江门。金沙江、岷江在这里汇成长江。谢富昆说,近几年每到秋冬至次年早春,水面下的野生鱼群越来越容易被肉眼看到,岸边看鱼的人也越来越多。监测数据记录下了这种变化,全省长江流域水生生物完整性指数总体较禁渔前提升了2个等级。此外,宜宾还持续开展增殖放流,截至2026年,累计放流各类鱼苗1904余万尾。
文江介绍,长江“十年禁渔”实施以来,鲤鱼、草鱼、鲢鳙等繁殖周期较短、适应能力较强的鱼类率先恢复,在宜宾三江口形成较明显的鱼群聚集现象。“这不只是‘鱼多了’的表象,也是长江水生态逐步恢复的直观信号。”
一些珍稀濒危物种也出现了新的变化。长江鲟是国家一级重点保护野生动物。文江介绍,2023年至2026年,长江鲟自然繁殖试验已连续4年在长江(金沙江)宜宾段开展。2026年,科研人员首次在无围网的天然水域条件下观察到人工繁育长江鲟自然产卵,为长江鲟野外种群重建探索提供了新的依据。
