The Federation Council proposed to provide JSC Russian Post with state and municipal property for the placement of post offices only on a free basis; the corresponding bill was developed by the head of the economic committee of the Federation Council Andrei Kutepov. Changes are proposed to be made to the law “On the Protection of Competition”; the document is available to RIA Novosti. It is proposed to supplement the basic law with a provision that “the conclusion of agreements for gratuitous use in relation to state or municipal property... is carried out without holding competitions or auctions with federal postal organizations while simultaneously meeting the following requirements: the specified state property is provided to the borrower for the purpose of placing postal facilities,” the draft says. In this case, the gratuitous use agreement establishes a ban on the borrower transferring his rights and obligations under such an agreement to other persons. “JSC Russian Post is a federal postal operator and, having an extensive network of points of presence and well-established logistics routes, also performs a social function of providing citizens of the country with the opportunity to receive, transmit and distribute information, often being the only available opportunity to receive goods and services,” says Kutepov’s appeal addressed to the head of the Federal Antimonopoly Service, Maxim Shaskolsky. The letter is also at the disposal of RIA Novosti. The senator notes that two-thirds of the postal logistics route infrastructure is located in small towns, rural areas, and hard-to-reach regions. In addition, JSC Russian Post is one of the largest employers in the Russian Federation - 300 thousand employees.
